Based in Singapore the Senior Client Services Manager (SCSM) has accountability for delivering results for a key Cielo client through leading an experienced team of talent acquisition professionals team across South-East Asia and Australia. This role will report to the Client Services Director and be a key member of their regional leadership team.
The successful candidate will demonstrate the ability to provide leadership to the team by earning trust motivating and inspiring great performance while fostering a positive environment that encourages collaboration development and empowers decision making. Additionally the SCSM will successfully partner with our clients by demonstrating credibility through domain experience and market knowledge while earning their trust and building strong relationships to achieve partnership goals.

- Work Location: Singapore Central/West. Across 2 client sites as required. (Candidates must be currently based in Singapore or have previously spent significant time based in Singapore and have solid familiarity with local market nuances).
- Work Setup: Hybrid 3 days per week onsite.
- Work Hours: Standard business hours (with flexibility as required by the role).
RESPONSIBILITIES
Team Leadership & Delivery
- Lead recruitment operations including sourcing screening and coordination activities.
- Manage coach and develop an experienced team of recruiters and recruitment support professionals.
- Drive team performance against agreed service levels quality and delivery metrics.
- Foster strong communication through regular one-on-one meetings team forums and structured check-ins.
- Guide the team in developing effective hiring strategies including passive sourcing recruitment marketing and use of recruitment technologies.
- Oversee initiatives and campaigns to build candidate pipelines and support hiring demand.
Client Partnership
- Build strong working relationships with client stakeholders and develop a deep understanding of the clients organisation business needs and priorities.
- Partner with the Client Services Director to deliver account plans and support quarterly and annual business reviews.
- Collaborate with recruiters and hiring leaders to provide consultative guidance and build trust.
- Support onboarding and implementation activities for new or evolving client engagements.
Operational Excellence & Governance
- Ensure recruitment processes are consistently applied and aligned with agreed standards.
- Oversee reporting metrics and data accuracy including time-to-fill recruiter productivity and hiring outcomes.
- Support budget management and contribute to financial and resource planning discussions.
- Drive continuous improvement standardisation and best-practice sharing across accounts and teams.
- Contribute to broader organisational initiatives as part of the Client Services Management team.
Qualifications :
- Bachelors degree or equivalent professional experience.
- Extensive leadership experience in talent acquisition or human resources demonstrating proven success in managing teams and delivering results.
- Experience leading recruitment teams in either an in-house or RPO environment.
- Proficient in recruitment technologies such as Applicant Tracking Systems (ATS) and digital sourcing tools.
- Strong working knowledge of Microsoft Office applications.
Preferred:
- Experience in Life Sciences Pharmaceutical or Medical Device sectors.
- Familiarity with Southeast Asia and Australia/New Zealand markets including managing diverse teams across cultures.
- Ability to present and influence across all levels of the client organisation.
- Experience managing recruitment in manufacturing or technical operations is a plus.
- Background in RPO or large-scale talent acquisition programs.
- Strong commercial acumen and understanding of business drivers.
- Track record of data-driven decision-making and governance in recruitment operations.
