Roman Catholic Priest

The full-time priest for this position will receive administrative support from MMI and be responsible for the following:

• General
  • The priest shall provide all personnel equipment tools materials supervision and quality control necessary except as specified in Paragraph 3.0 as Government Furnished to perform field services as defined in this PWS.
  • Background: Fort Indiantown Gap requires off post support to provide Catholic Services on the post Chapel.
  • Period of Performance (PoP). The PoP shall be 15 October 2025 through 14 October 2030.
  • General Information:
    • Place and Performance of Services: Building 08 (Post Chapel) at Fort Indiantown Gap Annville PA 17003. A map identifying the exact location will be provided as an exhibit to this PWS.
      • Telework: The Government will does not permit the priest to telework in support of this furtherance of Continuity of Operations Planning (COOP) a telework program may be enacted to ensure that the Governments mission-critical operations stay operational during times of national emergency or incidents of national significance. Telework shall be at no additional cost to the Government.
      • Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Priests are not compensated for unexpected closures or delays. Vehicles operated by priest personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the priest employees installation driving privileges.
      • The priest shall become familiar with and obey the regulations of the installation; including fire traffic safety and security regulations while on the installation. Priest employees should only enter restricted areas when required to do so and only upon prior approval. All priest employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The priest shall ensure compliance with all regulations and orders of the installation which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct security reasons or any overt evidence of communicable disease. Removal of priest employees for reasons stated above does not relieve the Priest from responsibility for total performance of this contract.

    • Quality Control (QC). NOT APPLICABLE
    • Quality Assurance (QA). NOT APPLICABLE
    • Installation Access and Security Requirements. The priest shall comply with all applicable installation/facility access and local security policies and procedures which may be obtained from the POC. The priest and all associated subpriest employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office Director of Emergency Services or Security Office. The priest shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DoD) Headquarters Department of Army (HQDA) and/or local policy (see PWS 6.0). Should the Force Protection Condition (FPCON) change the Government may require changes in priest security matters or processes.
      • For priests requiring Common Access Card (CAC): NOT APPLICABLE.
      • For priests that do not require a CAC but require access to a DoD facility or installation: Priest and all associated sub-priests employees shall comply with PMR 525-2 Annex C Appendix 2 Para 1-4 and any applicable installation facility and area commander installation/facility access and local security policies and procedures (provided by a Government representative).
      • Awareness Training (AT) Level 1. All priest employees including subpriest employees requiring access to Army installations facilities and controlled access areas shall complete AT Level 1 training within 30 calendar days after contract start date and within 30 calendar days of new employees commencing performance. The priest shall submit certificates of completion for each affected priest and subpriest employee to the COR within 15 calendar days after completion of training by each employee or subpriest personnel. AT Level 1 awareness training is available at the following website:
      • watch for and instruct employees to report suspicious activity to the COR or the KO. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance. The priest shall report completion for each priest employee and subpriest employee to the COR (if no COR is assigned delete to the COR and replace with to the KO) within 15 calendar days after completion of training.
      • iWATCH Training: The priest and all associated subpriests with an area of performance within an Army-controlled installation facilities or area shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Antiterrorism Officer (ATO)). This local developed training shall be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR or the KO. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance. The priest shall report completion for each priest employee and subpriest employee to the COR within 15 calendar days after completion of training.
      • Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from or terminating at DoD organizations. Therefore the priest is advised that any time priest personnel place or receive a call they are subject to COMSEC procedures. The priest shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The priest shall abide by all Government regulations concerning the authorized use of the Governments computer network including the restriction against using the network to recruit Government personnel or advertise job openings.
      • Use of Government Information Systems (IS) and access to Government networks. NOT APPLICABLE.
      • Army Training Certification Tracking System (ATCTS): NOT APPLICABLE
      • Information Assurance (IA) Training. NOT APPLICABLE
      • Information Assurance (IA)/Information Technology (IT) certification. NOT APPLICABLE
      • Protection of Personally Identifiable Information (PII). NOT APPLICABLE
      • OPSEC Training: In accordance with AR 530-1 Operations Security new priest employees shall complete Level I OPSEC training within 30 calendar days of their reporting for duty and annually thereafter. The priest shall submit certificates of completion for each priest employee to the COR within 15 calendar days after completion of training. Level 1 OPSEC training is available at
      • OPSEC SOP/Plan. NOT APPLICABLE.
      • Access to Classified Information. NOT APPLICABLE.
      • Threat Awareness and Reporting Program (TARP). NOT APPLICABLE.
    • Physical Security. The priest shall safeguard all Government property provided for priest use. At the close of each work period Government facilities equipment and materials shall be secured.
      • Key Control. NOT APPLICABLE
      • Lock Combinations: NOT APPLICABLE
    • Special Qualifications NOT APPLICABLE.
    • Post Award Conferences/Periodic Progress Meetings: The priest agrees to attend any post award conference convened by the KO in accordance with FAR 42.5. The KO POC and other Government personnel as appropriate may meet periodically with the priest to review the contactors performance. At these meetings the KO will apprise the priest of how the Government views the priests performance and the priest shall apprise the Government of problems if any being experienced. The priest shall resolve outstanding issues raised by the Government. Priest attendance at these meetings shall be at no additional cost to the Government.
    • Contract Manager (CM): The contactor shall designate a CM who shall ensure performance under this contract. The CM/DFM or alternate shall have full authority to act for the priest on all contract matters relating to daily operation of this contract. The CM/DFM shall work through the POC to resolve issues receive technical instructions and ensure adequate performance of services. The CM/DFM shall ensure that priest employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM/DFM shall ensure priest employees understand that services performed outside the scope of the contract are performed wholly at the expense of the priest.
    • Identification of Priest Employees: All priest personnel attending meetings answering Government telephones and working in other situations where their priest status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The priest shall ensure that all documents or reports produced by priest personnel are suitably marked as priest products or that priest participation is appropriately disclosed. The priests status as a priest shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non- Government entities. Priest personnel shall wear identification badges distinguishing themselves as such. The badges shall have the company name employee name and the word priest displayed.
      • The priest shall retrieve all identification media (including vehicle passes) from its employees who depart employment for any reason. The priest shall return all identification media (i.e. badges and vehicles passes) to the KO within 14 days of an employees departure.
    • Combating Trafficking in Persons: The United States Government has adopted a zero-tolerance policy regarding trafficking in persons. Priests and priest employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract; procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Priest shall notify its employees of the United States Governments zero tolerance policy the actions that will be taken against employees for violations of this policy. The priest shall take appropriate action up to and including termination against employees or subpriests that violate the US Government policy as described at FAR 22.17.
    • Priest Travel: NOT APPLICABLE.
    • Data Rights: NOT APPLICABLE
    • Organizational Conflicts of Interest: Organizational Conflicts of Interest (OCI): The priest and subpriest personnel performing services under this contract may receive have access to or participate in the development of proprietary or source selection information (e.g. cost or pricing information budget information or analyses specifications or work statements etc.) or perform evaluation services which may create a current or subsequent OCls as defined in FAR Subpart 9.5. The priest shall notify the POC immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the POC to avoid or mitigate any such OCI. The priests mitigation plan will be determined to be acceptable solely at the discretion of the POC and in the event the POC unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated the POC may affect other remedies as he or she deems necessary including prohibiting the priest from participation in subsequent contracted requirements which may be affected by the OCI.
  • General: The Priest shall provide Roman Catholic Sacramental Rites and Confessions at FITG Chapel Building 08 Fort Indiantown Gap PA.
  • Tasks: Tasks consist of the following:
    • Roman Rite Mass.
      • Weekly Mass: The Priest shall conduct masses on Sundays in accordance with the General Instruction of the Roman Missal (GIRM) normally lasting one hour and including a homily.
        • The weekly mass shall begin at 0730 on Sundays.
        • The weekly mass shall include a Liturgy of the Word and Liturgy of the Eucharist at least.
      • Holy Day Mass: The Priest shall conduct mass on Ash Wednesday in accordance with the General Instruction of the Roman Missal (GIRM) normally lasting one hour and including a homily.
      • Penance Service: The Priest shall provide penance services normally lasting half an hour.
        • The Priest shall provide special mass during Lent and/or Advent Season.
    • Other Sacraments
      • Confession: The Priest shall provide opportunity for confession at least once each week.
  • Government Responsibilities.
  • Safety.
    • Accident/Injury Reporting. Immediately upon the occurrence of a job-related injury that meets the Serious Incident Report (SIR) criteria the priest will complete the SIR form and submit to the POC for processing. Incidents that occur that are outside the SIR criteria will be the responsibility of the priest to maintain. Any incidents that are questionable shall be referred to the POC for clarification.
  • The priest will provide in writing to the POC the following information 15 days prior to the execution of this contract:
    • Local Priest POC Details.
      • Name and location of the priest.
      • POC and contact information of the priest.
      • Hours of operation of the priest.
  • Service Contract Reporting:
    • The priest shall report ALL priest labor hours (including subpriest labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via a secure data collection site.

    • The Priest shall report the required information annually by October 31 for services performed under this contract during the preceding Government fiscal year (October 1-September 30).
