Job Summary

The Junior Budget and Labor Analyst provides financial reporting and analysis in the support of the Authoritys Operating Budget. The Junior Budget and Labor Analyst assists with and supports the development preparation evaluation and submittal of the annual operating budget of the MBTA. The Junior Budget and Labor Analyst will monitor and track spending of the Authoritys annual operating budget; create forecasts and projections; present reports recommendations or findings to senior staff; implement and maintain various planning control reporting mechanisms and presentations related to the Authoritys operating budget and capital plans; coordinate projects among the analyst team; and prepare statistical and background data for labor negotiations and interest arbitration.

Duties & Responsibilities

  • Assist the budget and finance teams to track analyze and report on budget trends and variances.
  • Provide coordination support for projects among the budget team that impact all operating departments.
  • Support cross-functional projects and functions among the broader finance group.
  • Assist with the management and development of data and relevant key performance indicators (KPIs).
  • Participate in special studies and projects related to budget revenue personnel and management decisions.
  • Assist with the development of analysis recommendations and decisions regarding staffing levels subcontracting outsourcing and purchasing.
  • Maintain all aspects of the operating budget on the Authoritys Financial Information Management Systems (PeopleSoft).
  • Edit revise and maintain a series of custom reports charts tables and presentations to track and monitor departmental and line-item spending.
  • Help identify issues that require further analyses (including cost benefit analysis) providing early notice of problem areas at a high level and at the departmental level.
  • Ensure departments conform to their approved budgets and propose efficiencies and cost control measures.
  • Assist department staff to develop monitor and evaluate management plans and practices.
  • Assist with the review of operating budget requests submitted by various departments and provide analysis and recommendations on these requests and policy issues.
  • Examine purchase requisitions and journal entries in coordination with the accounting office and assist in the approval process.
  • Assist with the development maintenance and implementation of methods of analyzing and modeling financial information responding to requests for both internal and external data.
  • Respond to inquiries from various constituencies both internal and external in a courteous and professional manner consistent with the Authoritys Driven by Customer Service quality standard.
  • Act as a liaison to encourage use of technological resources and assisting with the training on new systems.
  • Improve various budget related processes and reporting techniques.
  • Perform all other duties and projects that may be assigned.

Supervision

  • No direct reports.

Minimum Requirements & Qualifications

  • A bachelors degree from an accredited institution in Accounting Data Analytics Business Finance Mathematics Economics or related field
  • 0 to 2 years of experience in data analytics accounting budgeting and/or financial analysis
  • Demonstrated knowledge of financial modeling data cleaning & analysis
  • Effective organizational analytical quantitative multi-tasking and time management skills
  • Proven proficiency with standard office applications (Microsoft applications including Excel Word PowerPoint and Access)
  • The ability to pass the MBTA Advanced Excel test
  • Excellent customer service skills

Preferred Experience and Skills

  • Experience with public sector and/or transportation industry
  • A masters degree from an accredited institution in Business Data Analytics or other related field

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelors degree requirement.
  • A masters degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

  • Ability to commute to assigned work locations in the Boston MA metro area as required by the role.

  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Ability to pass a Criminal Offender Record Information (CORI) check comprehensive background screening and / or medical Clinic screening potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned directed or necessary for this position including (for some transit / operations roles) up to twenty-four (24) hours per day seven (7) days per week as necessary to accommodate severe weather conditions emergencies or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally interns / co-ops must have valid work authorization and U.S. Social Security Numberprior to starting pre-employment screenings / pre-boarding working in their positions and throughout the duration of their program.
