Position Summary
Incumbents of positions in this series prepare or review plans designs specifications and cost estimates for engineering projects; prepare and/or review reports studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required.
The basic purpose of this work is to perform professional engineering duties in such areas as highways bridges buildings and facilities all in accordance with sound engineering principles applicable laws regulations and standards.
Duties and Responsibilities
Inspect construction operations to ensure that the work activities conform to all applicable provisions specifications other contract documents required approved submittals and accepted good construction practice. Utilize survey equipment other measuring tools carpenters or smart levels etc. to confirm construction is to required dimensions line and grade and to quantify accepted work. Utilize plans preliminary calculations weight slips etc. to confirm accuracy of measured and calculated quantities. Document Contractors labor equipment and work performed.
Sample test and obtain all required documents for materials incorporated into construction projects such as gravel brick stone reinforcement bar bolt assembly components and bitumen. Properly obtain material samples of the required quantity as per the Department Materials Manual. Develop a random sampling form per SOP QA-4 for each Acceptance sample and maintain a random sampling record. Complete collect and upload all required forms and documentation per the RMS 360 in a timely manner. Deliver all Acceptance samples and associate RMS testing forms to the District Materials Laboratory in a timely manner. Field test poured cement concrete as per the American Concrete Institute (ACI) procedures. Perform rotational capacity tests and installation tests on high-strength bolts as per AASHTO / FHWA guidelines.
Monitor compliance with traffic management plans and required utilization of work force personal protective equipment (PPE). Document the use of Detail Police or Roadway Flaggers. Review police bills against project records and Department policy and approve or reject portions of bill appropriately. Ensure that approved or standard traffic management plans are being implemented in construction zones and appropriate notifications are being made via Roadway Work Notification Forms and verbal notifications to HOC for lane takings. Accurately complete safety checklist on daily Field Inspection Reports and document Traffic Management Plan set-ups and traffic conditions.
Ensure Contractor is maintaining good jobsite housekeeping. Ensure jobsite is in compliance with all requirements in the Conservation Commission(s) Order of Conditions Army Corps of Engineers Permit conditions and/or Water Quality Certificate conditions as applicable. Accurately complete Environmental Activities checklist on daily Field Inspection Reports and accurately complete and submit Environmental Inspection Checklists or Storm Water Pollution Prevention Plan (SWPPP) Inspection Checklists at required intervals. Inform supervisor of any environmental permitting concerns or violations in a timely manner.
Maintain electronic or hard copy contract records as applicable for the project. Keep records up-to-date and prepare in accordance with current standard operating procedures. Upload electronic documents to internet-based collaborative platform if applicable in a timely manner and with contract requirements. Prepare interim and final contractor evaluations when required and as per guidelines. Prepare Engineers report of change forms (CSD-683) calculation work sheets as-built sketches and finals documentation accurately and in a timely manner. Ensure that all other required documentation is prepared in accordance with the applicable Standard Operating Procedure guideline or accepted format. Ensure hard copied contract documents are properly filed and secured. Assist District Schedule Review Engineer with review of contractors Critical Path Management (CPM) construction schedules verify actual dates and provide other information to District Schedule Review Engineer as requested. Review provide comments and submit Contractors short-term schedule to Area Engineer per required interval.
Make prompt payment via Contract Quantity Estimates (CQE) for satisfactory work completed. Ensure that CQE schedule is adhered to and that CQE forms are turned into the District Construction Office per the District schedule as best as contract activities allow. Generate commodity period price adjustments adhering to the monthly update schedule. Generate contract spending projections per District guidelines and report information in standard format with monthly breakdowns for current and future fiscal year. Ensure that Balance & Excess Report (B&E) Contract Quantity Estimates are processed when required and otherwise when appropriate. Ensure that hold back percentages on individual items are in conformance to Standard Specifications Directives or guidelines and that Deficiency Reports are prepared and submitted as needed for work requiring corrective action.
Inform Area Engineer/Resident Engineer in a timely manner of significant contract developments changes problems and issues via conversation interoffice memorandum e-mail etc. Inform Area Engineer when project or fiscal year funding may need to be increased with adequate time for adjustments to be made. Inform Area Engineer when contract developments are likely to lead to an extension of time or contract work to be completed late.
Notify the District Finals Engineer when an active contract reaches Contractor Field Completion. Subsequently submit all forms evaluations certificates and estimates included in the finals package and forward all project records to the District Finals Engineer in a timely manner. - Recommend alternate methods of construction and/or substitution of materials specified to resolve problems as they occur.
Determine feasibility of proposed construction through on-site inspection discussions and review of available data.
Review employee time reporting and mileage submittals for accuracy. Check subordinate employees mileage reimbursement forms for completeness. Confirm that on the job mileage amount is appropriate for work assigned to employee.
Train subordinate employees on MassDOT procedures documentation and field inspection. Review subordinate employee performance by implementation of the Employee Performance Review System (EPRS).
Adapt to procedural changes expand skill sets and maintain certifications by making a reasonable effort to successfully master new information provided via on-site training in-house training classes on-line training classes professional certification and re-certification courses.
Unit E Sign-On Bonus
This position is eligible for a five-thousand dollar ($5000) signing bonus (Signing Bonus) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3000 (less applicable taxes) included in the employees first paycheck. 2) $2000(less applicable taxes) after the successful completion of the employees probationary period.

Applicants must have at least (A) three years of full-time or equivalent part-time technical or professional experience in civil engineering work in such areas as construction survey design transportation hydraulics structural sanitary drafting environmental highway architectural airport soils and materials of which (B) at least one year must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions
I. An Associates degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience. *
II. A Bachelors degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of two years of the required (A) experience. *
III.A Graduate degree with a major in civil engineering** may be substituted for the required experience. *
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction survey design transportation hydraulics structural soils sanitary environmental drafting highway architectural mining airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENT: Based on assignment possession of a current and valid Massachusetts Class D Motor Vehicle Operators License may be required.
