Position Summary:

As a central part of its national security strategy the U.S. Government is investing in protecting the critical infrastructure of our allies support of this strategy and building on our 25 years as a leader in global threat reduction CRDF Global is implementing large-scale Cybersecurity programs in crucial geostrategic regions across Europe & Eurasia (including Ukraine Moldova and the Western Balkans) and Southeast Asia. CRDF Global is seeking a Program Performance Analyst for our Cybersecurity and Digital Resilience portfolio to lead the creation and implementation of outcome-driven frameworks ensuring the organization can effectively assess program performance measure resilience gains and use evidence to drive adaptive management and decision-making.

The Program Performance Analyst works across implementation and delivery teams to align performance metrics with international standards (such as CMMI ISO 9001 and ISO 27001) cybersecurity maturity models and donor requirements. The role integrates monitoring and evaluation methodologies with risk management governance and process improvement frameworks to generate actionable insights strengthen program outcomes and elevate CRDF Globals technical excellence in cyber capacity-building.

This position may require travel throughout Eastern Europe Ukraine Armenia and Central Asia.

Major Responsibilities:

  • Evaluation Learning and Adaptive Management: Leads the design implementation and adaptation of the programs monitoring and evaluation framework ensuring alignment with donor requirements international standards and internal program management needs. Develops logic models and results frameworks with a strong focus on outcome-based evaluation and measurement of program effectiveness resilience gains and behavioral or capability changes. Defines indicators establishes data collection systems and ensures data quality across the implementation teams. Facilitates learning processes including evidence reviews after-action sessions and integration of findings into program decision-making. Supports team members in interpreting data adapting work plans and integrating evidence into implementation.
  • Governance & Process Control: Applies CMMI ISO 9001 ISO 27001 and related frameworks not only for compliance and audit readiness but as decision-support tools to identify maturity gaps prioritize corrective actions and guide adaptive program management. Develops and maintains governance structures standard operating procedures and performance monitoring protocols. Tracks adherence to established processes identifies deviations or gaps and leads the team on corrective and preventive action (CAPA) cycles. Ensures documentation evidence and reporting meet donor expectations and program audit requirements.
  • Risk & Resilience Management: Assists with the design and conduct of impact analyses and risk and opportunity assessments to ensure continuity and cyber resilience. Designs risk and opportunity matrices tracks mitigation measures and integrates risk monitoring into program performance reporting. Designs and evaluates simulations/exercises to test operational readiness and measure results.
  • Cybersecurity Integration: Aligns program performance metrics with cybersecurity frameworks and resilience plans. Works with technical teams to translate cyber controls and maturity targets into measurable indicators and data collection needs. Supports evaluation of cyber capacity-building activities and validate improvement against maturity models. Translates cybersecurity controls technical requirements and maturity targets into measurable indicators data collection plans and performance insights accessible to non-technical stakeholders.
  • Data Analysis Visualization & Insight: Analyzes quantitative and qualitative data to generate actionable insights for strategic and operational decision-making. Build and maintain dashboards reporting tools and evidence products for internal stakeholders and donors. Synthesizes complex data into clear narratives for senior leadership and external reporting.
  • Continuous Improvement & Knowledge Management: Drives continuous improvement by monitoring performance trends documenting lessons learned and supporting implementation of change actions across the program. Facilitates structured reflection processes and maturity-uplift initiatives that strengthen program delivery over time. Ensures knowledge products such as playbooks case studies SOPs and evaluation summaries are captured shared and integrated into ongoing work.

Required Qualifications & Experience:

  • Minimum 8 years of progressive experience in project management business analysis or a related field preferably within international development cybersecurity or digital resilience programs.
  • Bachelors or masters degree preferably in a relevant field such as Monitoring & Evaluation Data Science Information Systems or Business Administration. Alternatively equivalent/relevant professional experience will be considered equally.
  • Demonstrated experience designing and implementing performance frameworks logic models results chains indicators and data collection systems.
  • Strong experience conducting outcome-based evaluations performance assessments or maturity assessments.
  • Strong understanding of risk and opportunity management principles including risk matrices mitigation tracking and resilience assessments.
  • Familiarity with cybersecurity concepts and/or working with technical teams (e.g. cyber maturity models incident response frameworks cyber resilience planning).
  • Advanced proficiency in data analysis and visualization tools including:
    • Power Bi
    • Excel (advanced functionality)
    • Experience with SQL Python (Pandas) R Tableau or similar tools preferred but not required.
  • Experience working with compliance and audit frameworks including:
    • CMMI
    • ISO 27001/9001
    • Experience with NIST COBIT 2019 ITIL CERT-RMM and other results-based management frameworks preferred but not required.
  • Excellent written and verbal communication skills in English with the ability to synthesize complex topics for diverse audiences.
  • Willingness and ability to travel domestically and internationally as required.
  • Experience working in complex multi-country or cross-cultural environments including collaboration with international donors government counterparts and technical partners.

Preferred Qualifications & Experience:

  • Familiarity with cybersecurity or risk management tools such as Archer GRC ServiceNow GRC Splunk Qualys Rapid7 or Microsoft Defender.
  • Experience with continuity and resilience tools such as Fusion MetricStream Everbridge or BCM platforms.
  • Experience working with project and process management tools such as MS Project Asana Jira or Confluence
  • Experience supporting programs funded by U.S. government donors or other international donors.
