Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. The Director Finance Corporate Services provides strategic leadership and direction associated with the operations deliverables and continuous improvement for the financial area related to the Corporate Services Division. The role would ensure the financial stewardship and financial control including management advice regarding financial performance budgeting monitoring tracking and financial reporting for the Division. They act as the financial subject matter expert for the division and provide necessary connections from corporate finance and capital finance to support the division with budget planning cost-share arrangements/reimbursements and other financial activities related to capital and operating financial performance management.
What will I be doing
- Oversees the development and implementation of standard processes protocols and associated reporting for the Divisions financial responsibility; monitors and reports on financial actuals compared to planning and project progress timelines and its related financial accounting treatments.
- Develops and manages annual and long-term budgets for both capital and operating for the Division as well as supporting the business for staffing plans that adhere to corporate standards and applicable legislation.
- Develops and implements strategies for communicating key messages and other information that reflect corporate objectives and enhance the corporate image and brand.
- Directs the identification of opportunities and roadblocks; applies political acuity and relationship management to ensure risks are detected assessed managed and/or resolved; monitors development and implementation of mitigation plans to maximize opportunities to achieve the financial performance or financial recovery including the use of Key Performance Indicator monitoring throughout the year to report and manage towards successful performance.
- Develops and supports the Division from a financial perspective with detailed short- and medium-term strategic goals; deploys tactical methods to achieve financial objectives for both Capital and Operating Expense.
- Works collaboratively with members of the Senior Management Team (SMT) regarding growth and organizational plans; provides subject matter expertise and financial advice to assist and guide the business planning for both capital and operating plans.
- Establishes processes controls and measures to ensure appropriate expense allocation cost management and overall fiscal responsibility; provides management with status and financial reports.
- Monitors project and program progress to deliver program objectives on time and within budget and achieve anticipated business results and ensure the connections to corporate finance accounting policy treatments and processes are maintained.
What Skills and Qualifications Do I Need
- Completion of a degree in Accounting Business Administration or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated progressive experience in business/financial planning in a large private or public sector organization including directing a large team of professionals.
- CPA (CMA CA) designation is required.
- Knowledge of senior management and corporate administration requirements (e.g. business planning financial management risk management asset management capital planning business continuity planning and human resource management).
- Project management principles and practices including budget and schedule controls to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. development project progress related staff and project resources) and monitor project activities for adherence to timelines budgets and project performance objectives.
- Service-focused management leadership and influencing skills to provide senior technical and administrative direction to an operating or functional unit.
- Proficiency in the use of MS Office (Outlook Word Excel PowerPoint Access Project etc.) project management software and other computer applications is required.
- Excellent interpersonal negotiation and oral/written/presentation skills.
