The Department

The Parks and Recreation Department oversees Parks and Programs REACH Senior Services Contract Classes Media and Communications Special Events Transportation and the Pico Rivera Golf Course.

The amenities provided by the Parks and Recreation Department are enjoyed by thousands of people every year. The amenities include 100 acres of parks and open spaces swimming pool athletic fields walking paths Senior Center and batting cages.

The Position

Under general supervision the Parks & Recreation Coordinator plans organizes coordinates and provides direction and oversight for a variety of Parks & Recreation community services activities programs and special events; provides administrative support and program assistance to the Recreation Supervisor and/or Recreation Manager; fosters cooperative working relationships with various public and private groups; and performs related work as required; may supervise work of regular City hourly contract or volunteer personnel engaged in providing related programs and services.

This position will fill a vacancy at the Pico Rivera Senior Center. The Coordinator will assist the Recreation Supervisor and management staff with the day-to-day operations at the Senior Center supporting programs activities services and facility operations for older adults.

City Hall is open Monday through Thursday 7:00 AM to 5:30 PM. Employee in this position will be required to work a 4/10 9/80 or 5/80 schedule on dates/times that best meet the needs of the department.

Essential Duties

The ideal candidate will have the ability to perform the following essential tasks and duties:

  • Plan implement and schedule programs activities and events in assigned areas including adult sports volunteers older adults and/or registration.
  • Oversee recreational programs for children teens adults and/or senior adults; Continuously supervise and monitor participants to ensure their safety and well-being.
  • Assist with the preparation and operation of recreation or other large programs and events; provide oversight and conduct classes and activities for program participants under the guidance and direction of a Recreation Supervisor.
  • Lead teach and conduct diversified recreation activities at various recreational facilities including parks schools and the recreation center; implement and monitor City procedures with respect to participant safety; supervise and schedule established programs of recreational activities for children and adults.
  • Lead staff and explain rules procedures work techniques program or service requirements and the appropriate use of resources such as equipment and technology; resolve employee questions and concerns.
  • Plan coordinate assign and monitor the performance of part-time and contract staff coach counsel mentor train and advise staff within the division for the dual purpose of meeting division goals and employee career development; assist staff in the completion of assigned tasks.
  • Assist in coordinating large-scale City-sponsored events including: working with elected officials to plan and implement Council-generated events; contact and booking speakers entertainers vendors etc.; negotiate fees; draft contracts; request checks for payments; assure permit requirements are met; assist in setting up for events; coordinate and develop promotional materials; make arrangements for judges and other event participants; and conduct related meetings.
  • Administer and maintain recreational facility use permit process and activity reservations including: coordinating facility use and activity registration process; reviewing requests to ensure they meet facility use permit criteria; provide logistics processing payments and refunds; evaluating.
  • Under guidance and direction of the Recreation Supervisor oversee work orders for facility requests and schedule as appropriate.
  • Monitor program compliance with laws rules and regulations related to provision of recreational activities and services. Ensure parks and recreation facilities are operated and maintained effectively and safely. Track inventory; neatly store equipment for safety check equipment for repairs and make requests as needed.
  • Continually evaluate all assigned programming including participant satisfaction and costs make recommendations regarding the viability of programs; analyze trends in recreation programming programs being offered program requests socio-economic issues population age groupings and other factors in program planning.
  • Under guidance of the Recreation Supervisor coordinate scheduling of staff and volunteers; plan arts and crafts and cultural activities special events and sports activities for year-round and seasonal programs.
  • Assist in maintaining order and discipline at parks playgrounds and recreation centers; enforce safety procedures for participants and spectators; administer first aid as needed; ensure that facility utilization is in compliance with departments policies and procedures; coordinate and/or assist departments disaster preparedness program.
  • Supervise part-time recreation employees and instructors in the implementation of recreational classes and programs; participate in interviewing hiring training and evaluating part-time staff contract employees and volunteers.
  • Investigate and resolve public complaints working with user groups agencies and public and private representatives.
  • Determine purchase and maintain materials equipment supplies and/or facilities needed.
  • Work with the Department Analyst(s) prepare develop and monitor contracts.

Qualifications

Knowledge of:

  • Customer service techniques; safety procedures and practices; communication and public relations practices; time management methods; conflict resolution methods.
  • Supervisory techniques; leadership techniques; work organization planning methods; theories and principles of occupational disciplines are desired.
  • Rules of a variety of sports and sporting activities.
Skills/Ability to:

  • Depending on assignment may require proficiency in specialized software programs; operate vehicle and equipment safely; use hand and power tools; operate heavy equipment.

  • Assist with budget preparation.

  • Bilingual in Spanish desired.
Education:
  • A high school diploma or G.E.D. certificate. College coursework/extension classes.
  • Bachelors degree in Public Administration or a related field is desired.
  • Supervisory and managerial training is desired.
Experience:
  • Two (2) years of related administrative and public contact experience associated to duties is required.
  • One (1) year of experience in a leadership/supervisory capacity regarding professional recreation community services and program planning is desirable.

Work Environment
The employee regularly works in office conditions as well as outside weather conditions. The employee is exposed to traffic wet or humid conditions and vibration. The noise level is frequently loud.

Work is performed in a normal office environment at recreation facilities (parks pool etc.) at event locations and facilities (restaurants hotels etc.) and in the field when coordinating work related to special events and garden operations where there may be extreme temperatures exposure to sun dirt and/or dust. Employees working conditions are typically moderately loud.

Working time may require irregular hours various shifts weekends holidays and/or on-call status.

Licenses and Certifications

  • Must possess a valid Class C California Drivers License or ability to obtain a Class C California Drivers license within 10 days of hire and a safe driving record throughout the course of employment. City employees are registered with the Department of Motor Vehicles Employee Pull Notice Program.
  • Proof of car insurance (to be eligible for mileage reimbursement based on the IRS issued rates).
  • At time of hire/promotion candidates must possess and maintain certification in Infant/Child/Adult CPR Automatic External Defibrillator (AED) and Community First Aid and Safety from a nationally accredited organization such as the American Heart Association (AHA) the American Red Cross (ARC) and the Health and Safety Institute (HSI). (Online certifications will be accepted; skills test / hands-on training must be completed after online portion).
VETERANS CREDIT
A Veterans Credit of 10 points may be applied once a candidate has qualified for the eligibility list. Applicants must submit proof of service/honorable discharge in accordance with the City of Pico Riveras Rules and Regulations along with application materials prior to the filing date. Proof must be submitted with the application materials to be eligible for veterans credit. Veterans who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).

Probationary Period

New appointments shall be tentative and are subject to a twelve (12) month probation. Promotional appointments shall be tentative and subject to a probationary period of six (6) months.

City employees are registered as an Emergency Disaster Worker and must take an the event of a declared emergency City employees shall initially remain at work or if recalled shall report to work after completing critical personal and family emergency responsibilities.
