The job opportunity
Join Washington States transformation journey as a Business Process Re-Engineering (BPR) Specialist with OFMs One Washington programan ambitious multi-phase initiative modernizing how the state manages finance procurement budgeting and human capital through the implementation of Workdays Enterprise Resource Planning (ERP) this pivotal role you will partner directly with state agencies through the Agency Readiness Team Cohort Model to assess the impacts of changes identify operational gaps and re-engineer policies processes and procedures to ensure seamless continuity of business and financial operations at go-live. Reporting to the Cohort Lead you will apply both strategic insight and hands-on process redesign expertise to help agencies navigate complex transformation align business practices with future-state technology and drive successful statewide adoption of Washingtons next-generation ERP solution.

*This position is eligible to frequently telework the majority of the time and is typically not required to report on-site. If required on-site your supervisor will make every effort to notify you at least 1 week in advance except in emergency or urgent situations. The default assigned work location of all One Washington positions both on-site and telework-eligible positions within the State of Washington.

Duties



One Washington(OneWA) led by the Office of Financial Management is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based solution for finance procurement budget HR and payroll processes utilizing Workday technology. OneWA is a long-term yet extremely fast-paced project anticipated to fully implement all phases by 2030. The projects core business hours are Monday through Friday and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However it is very common to regularly work beyond the typical 40-hour work week to meet the rigorous operational needs and business deliverables required for the go-live timelines.

What youll work on:
  • Consult with agencies to document current-state business processes policies and procedures; compare them against future-state Workday processes; and support readiness activities that ensure continuity of business operations at go-live.
  • Establish communicate and coordinate clear project priorities with agencies and enterprise partners in alignment with the OneWA Agency Readiness Cohort model and the programs agency-centric roadmap.
  • Facilitate re-engineering of agency business processes by guiding agency-appointed representatives through redesign efforts recommending industry best practices and ensuring alignment with Workday functionality.
  • Perform change impact and gap analyses to identify differences between current and future processes assess downstream policy and procedural implications and support agencies in developing actionable plans to address required changes.
  • Provide consultative support to translate agency needs into process policy and procedural requirements and ensure agencies have the appropriate documentation in place for a successful transition to Workday.
  • Partner closely with internal functional technical testing and change management teams to ensure cross-functional alignment timely issue resolution and coordinated support for agencies throughout readiness activities.
  • Develop solutions to complex cross-cohort challenges by developing tools in collaboration with other BPR Specialists program staff and agency project teams.
  • Leverage change management and continuous improvement methodologies to support adoption streamline processes and enhance operational effectiveness.
  • Analyze and monitor project risks and issues communicate concerns early and develop risk mitigation plans aligned with OneWAs Ways of Working valuesincluding transparency collaboration agility and constructive escalation.
  • Facilitate regular meetings with agency stakeholders and cross-functional OneWA workstreams to communicate expectations provide progress updates identify barriers and maintain shared commitment to program success.
  • Ensure re-engineered processes align with policies regulatory requirements and internal control standards validating all recommendations against existing or in-development policies and procedures.

Qualifications

What we need you to bring
Required Qualifications:

  • Background in leading or supporting business process reengineering efforts including documenting end-to-end business processes and process maps; conducting current- and future-state analyses; and performing gap analyses using industry standards and best practices.
  • Experience with consulting with agency or business representatives to gather customer requirements assess existing processes identify improvement opportunities and recommend industry best practices tools and solutions aligned with enterprise and agency goals.
  • Understanding of change management and continuous improvement methodologies to support the adoption of redesigned business processes and improve operational effectiveness.
  • Experience with ensuring redesigned business processes comply with organizational policies internal controls financial processes system integrations and regulatory requirements.
  • Adept at analyzing and reporting project risks and issues and developing and implementing mitigation strategies in a collaborative environment.
  • Proficiency in Microsoft Office applications including Excel Word PowerPoint SharePoint and Visio.
Desired Qualifications:
  • Bachelors or masters degree in accounting business administration finance organizational development computer science information systems or a closely allied field
  • Possesses in-depth familiarity with Washington State laws regulations and administrative/accounting policies and generally accepted accounting principles (GAAP)
  • Experience with an ERP implementation project across all phases (requirements gathering design development deployment training and measuring effectiveness)
  • Project Management Professional (PMP) certification
  • Information Technology Infrastructure Library (ITIL) Certification
  • Lean Six Sigma Green or Yellow Belt
  • Business processing mapping certification
  • Facilitation training/certification
  • Change management certification (Prosci/ADKAR)
