Job Summary

Overview

Coordinated Care Agency offers comprehensive services enhanced shelter and housing for people experiencing poverty and homelessness. Our services include permanent supportive housing enhanced shelter rapid re-housing tenant-based voucher programs outreach and engagement services day centers and health services. The purpose of our work is to ensure people have access to the housing healthcare and support they need to thrive. The team works to promote social changes to dismantle systemic racism injustices and inequities that contribute to housing instability.

Our mission is to provide a hospitable lowbarrier program grounded in a housingfirst model. We operate in the spirit of the ministry of presence fostering individualized attention and respect for each persons unique circumstances. Our programs serve highly vulnerable individuals who may have significant needs including severe physical disabilities chronic or acute mental illness active chemical dependency and experiences of trauma. We focus on helping participants obtain or maintain permanent housing through consistent supportive case management. CCA is committed to ensuring that our services our agency and our communities are free from the dehumanizing impacts of racism. The Program Manager oversees daily program operations ensuring highquality services for the programs target population while providing direct supervision to a team of 45 housing case managers. This role is responsible for maintaining compliance with organizational and grant requirements supporting case managers in best practices and ensuring accurate documentation of expenditures enrollments and outcomes in the program database. The Program Manager also provides direct client support and advocacy as needed and serves as the acting Program Director in their absence ensuring continuity of leadership and program administration.

This position offers a compensation range of $30.02 $33.40 per hour (DOE)

Responsibilities

Supervisory responsibilities

  • Provide direct supervision to program Case Managers and any student interns.
  • Responsible for hiring training scheduling supervision and evaluation of staff (described above).
  • Provide critical feedback to staff in a way that encourages growth while achieving program objectives.
  • Work in-person at a program and attend required in-person agency meetings.

Management responsibilities

  • Responsible for smooth efficient and effective day-to-day operations of the program.
  • Supervise and assist service staff in triaging issues as they come up and develop a strong solution-based culture for the team to solve issues as they arise. Participants of this program have been identified as high-need and highly vulnerable individuals. The successful candidate will need to be able to manage several issues at once in a fluid work environment.
  • Manage and enter data on clients into the programs internal database and the agency database. Respond to time-sensitive requests for data corrections.
  • Review and approve clients rental assistance payments in alignment with program guidelines.
  • Establish and support a team-oriented workplace culture that values collaboration growth and fostering diverse points of view.
  • Support case managers in the screening enrollment service provision and billing of Foundational Community Support (FCS) services.

Community responsibilities

  • Manage referral process in coordination with King County CEA.
  • Represent Short Term Housing Stability programs in the greater community as assigned.
  • Work to increase client involvement in advocacy.
  • Participate in community workgroups and provider meetings as assigned

Client support

  • Ensure program meets contract goals especially in regards to exiting program participants to permanent housing.
  • Provide oversight and guidance for the case management activities for clients. Provide case management services as needed.
  • Provide ongoing training opportunities for Case Managers to be more effective in their positons.
  • Stay abreast of programs both within CCA/CCS and outside agencies that can assist participants in reducing barriers to obtaining and maintaining permanent housing and how to refer participants to these programs. Ensure staff is knowledgeable about these programs and is accessing them for clients.
  • Mediate problems and concerns as they arise.
  • Audit case notes on a regular basis to ensure uniformity and completeness.

Job Conditions:

This position requires the employee to work in an environment where there may be exposure to illicit drug residues and fumes bloodborne pathogens or other bio-hazardous materials in the course of doing business.Other exposures could include cleaning supplies chemicals involved in pest controlpaintand other materials used in building maintenance building temperature fluctuations dust noise pests and working conditions may include interruptions working alone evening or weekend work responding toemergenciesand working on-call.

This position also requires the employee to work with clients who may have untreated or poorly treated substance use and mental health disorders.These clients maydemonstratechallenging behaviors that require staff support for de-escalation or redirection.

  • The employee isfrequentlyrequired to talk hear stand walk use hands to finger/ handle/feel/typeoperateofficemachineryandreach withhands and arms. Requires the ability to regularly push pullliftand/or carry supplies up to 20 pounds and occasionally up to 40 pounds.
  • Specific vision abilities required by the job include close vision distance vision color vision peripheral vision depth perception and the ability to adjust focus.
  • Work takes place at theagencywork location for the duration of the scheduled shift wherelong periodsof sitting working on a computer walking to various work areas going up and down stairs and standing are.

Mental Requirements:

The cognitive skills needed to complete tasks including abilities such as learning remembering focusing categorizing and integrating information for decision making problem-solving and comprehending.

Qualifications

Minimum Qualifications

  • Bachelors degree in social services or a related field or commensurate experience in social services.
  • At least one year of experience in direct provision of social services preferably with homeless people.
  • Ability to adapt and respond to different people and situations through a trauma-informed lens
  • At least one year of supervision experience.
  • Must be able to work occasional evenings and weekends.
  • Experience or knowledge of mental illness substance use disorders and/or homeless services.
  • Knowledge and experience with crisis intervention.
  • Commitment to harm reduction and housing first program model.
  • Ability to work both independently and as a member of a team.
  • Ability to commit to developing and safekeeping a workplace that values and supports a culturally diverse work environment.
  • Experience with Microsoft office suite of programs and related databases.
  • Must have a reliable means of communication (e.g. phone voicemail service email etc.) at all times in which to be reached.
  • Support and uphold the mission beliefs and values of the Coordinated Care Agency and the Archdiocesan Housing Authority.
  • Support and contribute to a creative collaborative and respectful environment that promotes teamwork.
  • Demonstrates the necessary attitudes knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
  • Criminal history background checks are required prior to employment.
  • Ability to obtain and maintain food handlers permit within 30 days of employment.

Preferred Qualifications

  • Masters degree in Social Work or a related field.
  • Experience in social service administration and supervision.
  • Fluency in Spanish or other languages.
  • Valid Washington State Drivers License and meet conditions of agency driving policy.
  • Lived experience with homelessness mental health and/or substance use.
  • Previous work experience in programs that work with high-acuity clients.
  • CPR/First Aid training.

Substitute Qualifications

  • A combination of education/training and documented knowledge/skills and experience may in some cases substitute for the BA requirement.
