About the opportunity:
This position sits within Launch Housings Strategy 202024 which includes a commitment to the Advance to Zero framework aimed at ending rough sleeping homelessness in Melbourne. Advance to Zero uses a collective impact approach bringing together all services working with people sleeping rough within a defined Local Government Area. Through shared accountability participating services coordinate resources and expertise to identify people sleeping rough by name address system and service barriers and support pathways into secure housing.

As at December 2025 there were nine Advance to Zero projects operating across metropolitan Melbourne. This role supports the consolidation of several of these initiatives into an outer south-eastern regional collaboration spanning the Mornington Peninsula Frankston and Dandenong.

The position provides coordination and practice support to three Service Coordination teams across the region to ensure alignment with the principles and operational practices of the Advance to Zero framework. This includes supporting the development implementation and review of procedures and work practices that underpin a coordinated collaborative response to rough sleeping homelessness.

Working alongside the Housing First & RSS Service Manager and the Head of Systems Change & Advocacy the role contributes to maintaining model fidelity strengthening data quality and representing the region within the metropolitan Melbourne Improvement Team. The overarching purpose of the position is to support regional progress toward achieving functional zero rough sleeping homelessness by 2030.

This role is aligned to the Leading Others proficiency level within the framework reflecting the responsibility to guide and support teams foster collaboration and create a high-performing and inclusive environment that drives positive outcomes.

Permanent full-time role (76 hours per fortnight) based at Collingwood.

What youll be doing:

    • Providing high-quality leadership that supports the three projects to operate within a clear and credible pathway toward achieving functional zero rough sleeping homelessness.
    • Supporting Service Coordination group participants across Mornington Peninsula Frankston and Dandenong through clear guidance that enables consistent effective and high-quality service delivery aligned with the shared goals of the regional collaboration.
    • Building maintaining and strengthening productive relationships with internal and external stakeholders to support collaboration and system improvement.
    • Identifying and progressing opportunities for improvement at both a local level and within broader metropolitan structures including the metropolitan Melbourne Advance to Zero Improvement Group and the Victorian Alliance to End Homelessness.
    • Ensuring the activities and outcomes of the regional projects are clearly and appropriately communicated to internal and external stakeholders in line with agreed communication processes and delegations of authority across the three regions.

What were looking for (key selection criteria):

    • Have a relevant tertiary qualification (desired).
    • Demonstrated experience in client facing human services social work or other relevant discipline.
    • Demonstrated understanding of the issues which those experiencing homelessness experience and skills and aptitude in working for people who are marginalized and disenfranchised.
    • High level written and analytic skills.
    • Highly developed communication facilitation and presentation capabilities and a desire for continuous quality improvement.
    • Superior organizational skills and experience in dealing with complexity juggling priorities and working to deadlines.
    • Valid Victorian drivers license (mandatory).
    • Understanding of or a demonstrated commitment to upholding Child Safe Standards in the workplace.
    • Strong communication and interpersonal skills with the ability to engage effectively with people from diverse backgrounds.
    • Demonstrated commitment to the values of Launch Housing and our mission to end homelessness.
$57.39 - $59.94 an hour
