Job Summary

The Position

Class Code 27603: Administrative Services Officer I

Transfer job postings are for County of Sacramento employees only.
In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

The Administrative Services Officer I performs a wide variety of administrative support staff duties involving budgets policies procedures organization planning contracts facilities systems equipment supplies personnel and special projects. Incumbents are subject to close or general supervision depending on assignment and may receive work direction from an Administrative Services Officer II. Typical assignment is either as a staff member in a departments central administrative office; or as the administrative position in a division or program; or as the administrative support position in a less complex department.

  • Supervise and provide work direction to clerical and technical personnel
  • Develop and train others in following procedures and instructions for administrative activities
  • Effectively represent the department to other departments and agencies and before public bodies

Employment Qualifications

Minimum Qualifications

Either: 1. One year of full time experience in a supervisory level class in Sacramento County service whose duties included personnel selection counseling and discipline; budgeting; and policy/procedure development enforcement and interpretation.

OR
2. A Bachelors degree or higher from an accredited college or university in a field directly related to the administrative management or fiscal duties of this class.
OR
3. One year of full time experience in Sacramento County service in any of the following classes:
  • Accountant
  • Auditor
  • Auditor-Appraiser
  • Executive Secretary/Secretary to an elected official
  • Legal Executive Secretary
  • Legal Research Assistant
  • Personnel Assistant
  • Public Information Specialist
  • Workers Compensation Assistant
OR
4. Two years of full time experience in Sacramento County service performing lead budgetary administrative or personnel work at a level equivalent to Account Clerk III Senior Court Process Clerk Senior Election Assistant Senior Office Assistant Senior Office Specialist or Senior Student Intern.
OR
5. One year paid full-time employment at a level equivalent to Administrative Services Officer I in Sacramento County or Staff Services Analyst with the State of California or other governmental jurisdiction whose main responsibilities include budget development policy/procedure development enforcement and interpretation and/or management of personnel.

Note: If the word experience is referenced in the minimum qualifications it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Note: THE OBJECTIVE OF THIS MINIMUM QUALIFICATION is experience that would enable an appointee to perform the full range of administrative support services at the journey level with only minimal orientation to the special job assignment in a County department.

Typically such experience includes: work experience that involved training in and performance of duties as described above; and supplemented by education in the form of a bachelors or higher degree or college coursework or college level training or in-service training in the fields of public administration business administration economics accounting management or personnel or a field directly related to the duties of this class.

Governmental experience in administrative support services is preferable although experience in private enterprise may provide the necessary background. Within County service experience as an Administrative Services Trainee Clerical Supervisor or Student Intern or comparable class usually provides the necessary background but experience in any County class may provide the necessary background if it included the experience described in the Minimum Qualifications above.

2. Where experience in Sacramento County service is used it means experience in a Sacramento County Department or Office or Sacramento County Municipal or Superior Court which is listed in the annual salary resolution.

3. All experience means paid experience unless otherwise stated.

4. All experience requirements are stated in terms of full-time experience; part-time experience is acceptable and is converted to full-time on the basis of: 173.6 hours 21.7 days 1 work month.
