Job Summary

The Position

Class Code 27560: Accounting Manager

Transfer job postings are for County of Sacramento employees only.
In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

There is an additional 3.35% Management Differential which is added to the posted salary for this class.

Under direction Accounting Managers supervise assign review and participate in the work of staff responsible for professional accounting and fiscal work. Incumbents also ensure work quality and adherence to established policies and procedures and perform the more technical and complex tasks relative to the assigned area of responsibility.

  • Various professional accounting standards such as generally accepted auditing standards and generally accepted accounting principles generally accepted governmental auditing standards and standards set by the governmental accounting standards board financial accounting standards board general accounting office and other regulatory agencies
  • Accounting procedures and their application to a variety of accounting transactions
  • Methods and procedures of governmental budget preparation and control
  • Cost and revenue projecting and cost allocation methods
  • Office procedures methods and equipment including computers and applicable software applications such as word processing spreadsheets databases and other specialized applications related to area of assignment
  • English usage spelling grammar and punctuation
Ability to
  • Select supervise train and evaluate staff
  • Plan coordinate assign and review the work of subordinate staff
  • Investigate and resolve disciplinary issues
  • Work independently prioritize work coordinate activities and meet critical deadlines
  • Collect compile and analyze a variety of statistical and financial data and information
  • Monitor and interpret budgets contracts and other financial documents
  • Interpret and apply applicable federal state and local laws codes and regulations; determine the impact on accounting functions; and propose solutions and procedures
  • Develop and maintain cooperative effective working relationships with others
  • Communicate clearly and concisely both verbally and in writing
  • Apply customer service skills including the identification of customer needs and follow up to ensure customer commitments have been met

Employment Qualifications

Minimum Qualifications

Either: 1a. A Bachelors Degree or higher from an accredited college or university in Accounting or Business Administration with a concentration in Accountancy;

AND
1b. Two years of full-time paid experience employed by the County of Sacramento in the class of Senior Accountant or Senior Auditor.

Or: 2a. A Bachelors Degree or higher from an accredited college or university in Accounting or Business Administration with a concentration in Accountancy;
AND
2b. Four years of full-time paid professional public management and/or government accounting/auditing experience including two years of full-time paid experience leading directing and providing oversight technical assistance and training to professional accountants clerical and technical staff engaged primarily in public management and/or government accounting/auditing work.

Note: Possession of a valid license as a Certified Public Accountant (CPA) from the State of California Board of Accountancy may substitute for the required bachelors degree.

Note: The word experience referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Criminal History and Background Checks:
The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602 Personnel Policies and Procedures B-5 and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidates ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks credit history checks Social Security Number verification professional license/registration verification military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection obtaining such information the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

License Requirement:
A valid California Driver License Class C or higher may be required for some positions at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.
