Job Summary

Job Summary: The Senior Director of Portfolio Operationsis responsible fortheoperational success and strategic alignmentof theProperty ManagementdepartmentandtheComplianceandData teams. S/heworksstrategicallywith those teams toensurethatCCDChas strong systemstools staffingpoliciesand workflows tomeet the needs ofourresidents and the with the teams s/he manages as well as the Director of Asset Management and members of the Fiscal team s/hemanages metricsandidentifiessolutionstoensurethat the propertiesareoccupiedoperatingwellfiscallyviable and in compliance with financial covenants and regulatory requirements.S/heisresponsible formeeting the compliancerequirements necessary for short-term and long-term affordability and is also responsible for aligning the propertyoperationteams with broader organizational goals and valuesincluding thosearound community building and resident leadership development.S/hesupports and develops leaders ofthe property operationsteams helpingto developstrong systems and build their leadership strengths.

Hours: Monday Friday general business hours occasional evenings and weekends

The Organization: A private non-profit founded in 1977 Chinatown Community Development Center believes in a comprehensive vision of community. General Job Responsibilities:

Incumbent Profile

The ideal incumbent must have a strong commitment to working in a progressive community development and mission-driven organization. S/he mustpossessexcellent organizational and leadership skills excellent verbal and written communication skills strong analytical and financialskillsand an ability to work independently and asa team player. S/he mustpossessa strong background and proven experience with supervision. A minimum often (10)yearsexperiencewith affordableproperty management community development and non-profit managementisrequired. An advanced degree such as an MBA MPP or MPAis preferred.

PropertyManagement Compliance and Data

  • Provide leadership and support to Property Managementand Compliance and Data teamstaff with a focus onstrategicpriorities coaching and developing staff capabilities
  • Work with team leads to developand implement strategic goals andobjectivesfor the Property Managementdepartmentand Compliance and Data teams
  • Align PMDepartmentand Compliance and Data teamswith broader organizational goalsincluding those aroundcommunity building and resident leadershipdevelopment.
  • Assess staffing structure and positions within Data and Compliance and collaborate with DPM on PM staffing and structure
  • Assess Compliance and Data team structure and build teams out
  • WorkwithDPMtodevelop and refine systems tomonitoroperations of Chinatown CDC projects ensuring that operationsare in compliance withall regulatory and legal requirements and organizationalpolicies
  • Workwith teams to develop strong dashboard and analytics to help understandassessand improve property operationswork
  • Assess systems andidentifyimprovements in measurement and performance
  • Workwith DPMto ensurehousing assets are performing atoptimallevels financiallyandphysically
  • Ensure thatappropriatestafftraining programs are in place and areeffective
  • Create andmaintaina culture of excellenceaccountability professionalgrowthand learningespecially insupervision
  • Provideexpertiseonstrategicinitiatives
  • Work withData team toidentifykey operations datathat canbe sharedout organizationally to inform organizational strategic decision-making andstorytelling
  • Workwith teams toidentifyand implement software and hardwareimprovements for betterfinancial and operationalperformance across theteams

Financial:

  • Provide strategic oversight and input intoannual property budgets and maintenance/capital improvement plans to enhance the operations of eachproperty
  • Ensure that contractsare regularly reviewedandnegotiated
  • Reviewandmonitorannual operating budgetsfor Property Managementdepartmentand Compliance and Data teams
  • Provide strategy onhousing operationsmodel
  • Assist Property Management department and Complianceteamin project planning with Housing Development departmentonmanagement-related issues that can beidentifiedin pre-development and construction

Senior Management Oversight:

  • Supervise train and oversee the work of theDirector of Property Managementand Compliance and Data teamleads
  • Ensure that staff positionsare filledwith competent qualifiedstaff
  • Serve asneeded asstaff liaison toCCDCBoardof Directors
  • Work with Deputy Director of Operations to ensure that ET ismonitoringthe correct indicators for PropertyManagement

AdministrativeManagement:

  • Responsible for the recruitment interview andselectionof directly supervised positionvacancies
  • Write and conduct performance reviews for staffsupervised
  • Develop work goalswithstaffsupervised
  • Ensure staff know and follow safe work practices andpolicies
  • ApproveannualworkprogramsProperty Managementand Compliance and Datateams

Other:

  • Represent organization with governmental agencies communitygroupsandtenants

Knowledge Skills and Experience:

  • Strong management supervisionteam-building problem-solving andinterpersonal skills
  • Understanding of HUD/LIHTC/affordable housing regulatory agreementsand compliance requirements fair housing laws San Francisco landlord/tenant regulations affordable housing management principles and the affordable housing development process
  • Knowledge of 504/ADA regulations
  • Staff management and supervision skills ability to trainothers
  • Budget preparation analysis monitoring skills
  • Understanding of Chinatown CDCs mission and social/political context
  • Experience with proformas PNAs capital planning portfolio financial planning refinancing and re-syndication
  • Understanding of property management software programs (YARDI)
  • Intermediate-level skills in Microsoft Word and Excel
  • Prioritization and time management skills
  • Conflict resolution de-escalation and negotiation skills
  • Ability to work under pressure and meetdeadlines
  • Ability to review and analyze contracts regulatory agreements and loandocuments
  • Ability torepresentthe organization at publicevents
  • Strong written and verbal communication skills
  • Ability tooperatewithin a very fast-paced ever-changingenvironment

Minimum Qualifications:

  • Five (5)years experiencein progressive roles in affordable housing management or asset management
  • Five (5)years experienceas aDirector of Property or Asset Management ordemonstratedequivalent experience overseeingthose functions in a mid-to-large size organization
  • Familiarity with Yardi or equivalent softwareand LIHTC compliance requirements and procedures

Preferred Qualifications:

  • Masters Degree in Public Administration Public Policy or Business Administration
  • Understanding of issues facing diverse low-income populations
  • Experience working in low-income communities of urban neighborhoods
  • Familiarity with city government especially San Francisco
