Job Description
The primary responsibilities include researching and interpreting federal and state statute rules and regulations and writing medical program eligibility policies. This position provides policy updates and clarifications reviews and update procedures and creates publications and training.
Ideal Candidate
- At least 2 years of experience in a Medicaid eligibility position with a preference of at least 1 year of policy training or development experience.
- Proficiency with Microsoft Suite (Word Excel Access PowerPoint etc.).
- Professional experience using eREP client information data system.

- Research develop write and modify Medical Program eligibility policy following agencydefined processes and time frames to get these updates and changes to workers who use them in determining Medical Program eligibility.
- Respond to policy questions complaints requests for information; explain policy and procedures; facilitate resolutions; conduct trainings for staff and community groups.
- Provide Medicaid Program oversight which include; working reports requesting case corrections visiting other agencies completing reviews of fair hearings reviewing insurance policies for Medicaid compliance.
- Receives researches and responds to incoming questions or complaints; provides information explains policy and procedures and/or facilitates a resolution.
- Review documents from eligibility staff in response to questions to determine how eligibility policies apply to specific cases.
- Serves on various committees panels and groups.
- Ensures compliance with applicable federal and/or state laws regulations and/or agency rules standards and guidelines etc.
- Consults with individuals from the community to include constituents advocacy groups attorneys and representatives from allied agencies concerning policies governing Medicaid.
- Coordinates with management and other policy specialists to identify and implement policy modifications and/or staff training.
- Review draft policies procedures and trainings.
- Coordinates with DWS in order to get policy changes and clarifications updated in the policy manuals within designated timelines.
Qualifications
- Strong writing editing and research skills with attention to accuracy and completeness
- Knowledge and experience with medical program eligibility policies rules and procedures
- Ability to understand and analyze complex written materials such as laws regulations and guidance materials and create understandable written explanations and policies
- Knowledge of research methods techniques and sources
- Ability to work independently under limited supervision to manage your areas of responsibility meet required deadlines and assure proper implementation of policies and processes
- Ability to collaborate with other staff members and professionals
- Knowledge and experience with the eREP system
- Ability to communicate complex information and ideas clearly and concisely both orally and in writing
- Proficiency using Microsoft Word Excel and PowerPoint software
- Strong interpersonal communication and presentation skills
Supplemental Information
- Effective July 1 2021 State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
- This position may currently be a hybrid of both in-office and remote work days. Please note a positions eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
- Risks found in the typical office setting which is adequately lighted heated and ventilated e.g. safe use of office equipment avoiding trips and falls observing fire regulations etc.
- Typically the employee may sit comfortably to perform the work; however there may be some walking; standing; bending; carrying light items; driving an automobile etc. Special physical demands are not required to perform the work.
- Typical work schedule is Monday through Friday 8:00 am to 5:00 pm.
