This is an anticipated vacancy.
The North Carolina Department of Revenue is recruiting for the Director of Examination Division. This position is responsible for development and implementation of the audit program for the State of North Carolina designed to identify non-compliance protect general revenue and recover lost revenue for all tax schedules. The incumbent is accountable for all personnel budgetary and planning functions in the Examination Division.
Duties include (but are not limited to):
Maintaining responsibility for immediate and long-range planning developing metrics to assess the effectiveness of tax examination programs and other division activities and directing strategic changes to improve the performance of the division.
Communicating with Assistant Secretaries the Secretary of Revenue and the Attorney Generals office assigned to Revenue regarding complex tax issues that impact tax compliance. This may include reviewing high impact and complex cases and making recommendations for law changes or modifications based on tax compliance findings and emerging trends in tax.
Maintaining expertise in all tax schedules administered by the Examination Division and staying informed of emerging tax trends litigated cases and their impact on the audit program so as to be able to develop and maintain a robust and multi-faceted audit strategy to recover lost revenue and to ensure equity for individuals and businesses operating in North Carolina.
Overseeing all Examination Division staff members in 11 service centers within North Carolina and remote auditors who are stationed out of state. This includes developing a program that recruits top talent trains for success and retains top talent.
Discovering revenue opportunities using available data resources and increasing data sources in order to maximize assessments and collections of all taxes due pursuant to the General Statutes of the State.
Making presentations to the General Assembly regarding impact of tax laws or suggested law changes with respect to tax technical issues. Individual regularly confers with other States regarding tax compliance issues.
Aligning budget and resource needs to maximize productivity and value-added services.
ABOUT THE DIVISION:
The mission of the Examination Division is to administer the State tax laws and collect taxes due in an impartial uniform and efficient manner. To achieve this goal auditors actively identify non-compliance pursue collection of all taxes owed the State conduct quality state tax audits of taxpaying entities by employing professional auditing methods standards and procedures and maintaining fraud awareness through the enforcement of the criminal provisions of the revenue laws. Operations are conducted in the most effective efficient and professional manner possible to attain the highest degree of compliance with tax laws and regulations. The Examination Division provides timely and effective assistance advice and information on tax matters to individuals businesses and governmental entities and maintains the highest degree of integrity and public trust.
Knowledge Skills and Abilities/Management Preferences
- A comprehensive knowledge of accounting principles and auditing techniques and demonstrated ability applying these as they relate to the Examination Division.
- An extensive knowledge of North Carolina revenue laws and all associated codes policies directives decisions and related information.
- Excellent interpersonal and communication skills to effectively interact with stakeholders including taxpayers staff and executive leadership at the Department and State levels.
- Demonstrated ability to write concise and comprehensive reports.
- Demonstrated capacity to drive continuous innovation and effectively develop and execute strategic initiatives.

Minimum Education and Experience

Bachelors degree in Business Administration Economics Accounting or related field from an appropriately accredited institution and six years of experience in tax accounting and auditing work including three years of experience in audit and serving in the capacity of a senior-level manager such as an assistant director; or an equivalent combination of education and experience.
