Job Summary

DESCRIPTION

This classification is scheduled to receive the following Base Salary Adjustments:

2.50% effective June 26 2026

The Orange County Fire Authority (OCFA) is currently recruiting to fill one (1) vacancy for the position of Assistant Clerk of the Authority in the Clerk Division of the Business Services Department. This recruitment will be used to fill the current vacancies and establish an eligibility list for future considerations.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Clerk of the direct or general supervision over technical and/or administrative staff.

CLASS CHARACTERISTICS

This is the full supervisory-level class. Incumbents are responsible for planning organizing supervising evaluating and participating in the work of staff tasked with providing administrative support to the daily operations of the Clerk of the Authoritys office and of the Authoritys Board of Directors. Performance of the work requires the use of considerable independence initiative and discretion within established guidelines. This class is distinguished from the Clerk of the Authority in that the latter has overall responsibility for the fulfillment of the mandated activities of the clerk function as well as administrative management responsibility for the Clerks office including personnel and budget administration.

Assistant Clerk of the Authority

MINIMUM QUALIFICATIONS

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.


EDUCATION(position requirements at entry):

  • Equivalent to a bachelors degree with major coursework in public administration business administration political science or related field.


EXPERIENCE(position requirements at entry):

  • Three (3) years of increasingly responsible administrative support experience in a public sector agency which included responsibility for the management and disposition of public records.


LICENSES AND CERTIFICATIONS(position requirements at entry):

  • Possession of a valid California Class C Driver License is required at time of appointment


This classification is subject to enrollment in the California DMV Pull Notice Program which periodically provides Risk Management with the incumbents Driver License record and status.


HIGHLY DESIRABLE QUALIFICATIONS

  • Strong knowledge and practical application of the Ralph M. Brown Act including agenda preparation posting requirements closed session provisions serial communications and teleconference requirements.
  • Extensive experience supporting a governing board or commission in a complex public agency environment including preparation of agendas minutes resolutions staff reports and official actions.
  • Working knowledge of the Political Reform Act and Fair Political Practices Commission (FPPC) requirements including Forms 700 802 and 801 and the implementation and administration of conflict-of-interest codes.
  • Knowledge of public agency records management principles and practices including records retention schedules records destruction processes electronic and email records management and litigation holds.
  • Experience responding to Public Records Act (PRA) requests including coordination with legal counsel and internal departments review of confidential and protected information (including HIPAA-related records) redaction and application of statutory exemptions.
  • Experience supervising training and evaluating clerical or administrative staff including workload planning workflow coordination and performance management.
  • Demonstrated ability to serve in a relief or acting capacity for the Clerk of the Authority exercising sound judgment discretion and adherence to established policies and legal requirements.
  • Proven ability to establish and maintain effective working relationships with Board members executive leadership legal counsel department staff member agencies and external stakeholders.

SUPPLEMENTAL INFORMATION

PHYSICAL REQUIREMENTS:

Must possess mobility to work in a standard office setting and use standard office equipment including a computer and to operate a motor vehicle to visit various Authority and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend stoop kneel and reach to perform assigned duties as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift carry push and pull materials and objects up to 25 pounds.

All job offers are contingent upon the successful completion of a pre-employment medical exam including a drug screen through the OCFAs designated physician.

SELECTION PROCEDURE

INITIAL SELECTION REVIEW:
