THE DIVISION
Capital Planning and Support (CAPS) is a tight-knit and cross-functional team that works closely with executive leadership and all DCP divisions to implement the agencys mission through a variety of projects. Our workstreams include:

- Citywide needs and facilities: responsible for collecting analyzing and publicizing information about needs related to capital expense and quality of life improvements across the city to inform the planning and decision making required to meet those needs. Managers of the pipeline of City Facility applications and related planning work.
- Neighborhood capital planning: responsible for integrating locally responsive capital planning for neighborhood improvements in partnership with agencies planners citywide leadership and members of the public.
- Process improvement: responsible for developing and implementing procedural cultural and technological changes and enhancements to DCPs core services to advance the agencys mission of planning for the citys future.
- Data and analytics: responsible for strengthening policy decisions guiding operations and engagement and informing the public about capital planning and DCP services through analytics product management and context expertise.

THE ROLE
CAPS is seeking a motivated entrepreneurial and intellectually curious Capital Planner to work across our citywide needs and facilities and neighborhood capital planning workstreams. Depending on the successful candidates unique skillsets near-term projects and responsibilities may include among others:

- Coordinate potential capital investments and interagency collaboration for neighborhood plans
Develop and administer work programs for capital strategies informed by budget analytics neighborhood needs and policy priorities
Support agency-specific capital planning processes to drive consistent data-informed decision-making
Plan produce content for and host regular Capital Planning Forums with city agencies
- Lead the annual Community District Statements of Need process
In partnership with other experts within and external to CAPS conduct the annual processes to guide community boards through the submission of their statements of needs and accompanying capital and expense budget requests and guide agencies and OMB through the agency response process
Plan for and deliver platform and process improvements related to customer service to both community boards and agencies
Ensure community input is driving agency decision-making for capital and expense neighborhood investments
Provide subject matter expertise to divisions and agencies using community inputs for planning purposes
- Provide strategy project management analysis and writing input on the bi-annual Ten-Year Capital Strategy and the annual Citywide Statement of Needs reports

Qualifications :

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to 1 above. Graduate
education in city planning urban planning urban design architecture landscape architecture transportation engineering public administration economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III individuals must have after meeting the minimum requirements one additional year of professional experience as described in 2 above.

Assignment Level IV
To be eligible for placement in Assignment Level IV individuals must have after meeting the minimum requirements two additional years of professional experience as described in 2 above.
