Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our Third Party and Agreements Team within the Capital Projects Group (CPG) is seeking a Senior Manager to provide strategic leadership subject matter expertise and management oversight specific to the permits licenses and approvals (PLA) necessary for the delivery of capital infrastructure projects within CPG. The Senior Manager is responsible for developing and maintaining strong internal and external relationships with relevant regional partners government groups and/or communities during all stages of design and construction.
What will I be doing
  • Provide strategic direction and oversight to a multi-disciplinaryteam of professionals working on the design and construction of Rapid Transit (RT) Subways and GO Expansion (GE) projects specific to permit license and approvals.
  • Build develop maintain and leverage relationships with all key internal and external stakeholders to ensure the successful delivery of program-wide third-party permits licenses and approvals required to advance Metrolinx projects.
  • Identify areas of improvement lessons learned and develop and implement strategies to improve/enhance existing permit and approval processes to advance construction.
  • Develop and manage plans for a one-to-three-year horizon including:
    • develop strategies that enable effective coordination with stakeholders to secure permits and approvals critical to the progress and timely completion of projects.
    • oversee the administration tracking and reporting of all interactions with relevant stakeholders across projects. Use the data to inform decision making and implement continuous improvement opportunities
  • Develop negotiate and obtain endorsement from internal and external stakeholders on third party permits licenses and approval requirements to advance the development of Metrolinx projects.
  • Foster collaboration with third-party stakeholders to resolve issues mitigate risks and assist in major infrastructure and investment decisions.
  • Manage multiple consulting contracts dedicated to the delivery of the projects; negotiate amendments to contractual obligations with vendors.
  • Report to senior management on permit and approval status and risks. Escalate issues and provide recommend solutions/provide advice to senior management as required.
  • Develop risk mitigation strategies to mitigate permit and approval risk ensure compliance with Metrolinx policies and procedures design and schedule requirements and to manage Metrolinxs liability throughout the lifecycle of projects.
  • Lead coach and mentor a team of Managers and Project Managers who support Project Delivery Teams and Technical Advisors.
What Skills and Qualifications Do I Need
  • Completion of a degree in engineering environmental science planning applied science business legal or a related discipline or a combination of education training and experience deemed equivalent.
  • Demonstrated problem solving ability political acuity excellent interpersonal negotiation collaboration and communication skills with experience in successful multi-stakeholder engagements. Excellent risk analysis and mitigation experience to identify permit-related planning and time issues across all projects to avoid punitive (e.g. financial time reputation) damages.
  • Demonstrated experience in progressively more responsible leadership roles within a construction municipal planning building and/or engineering environment.
  • Deep knowledge of permits licenses and approval requirements for transit infrastructure projects.
  • Experience with various project delivery procurement models (Alliance Progressive Design Build Public/Private Partnership Construction Management at Risk) would be highly beneficial.
  • Experience with LEAN fundamentals and continuous improvement an asset.
  • Possession of a related designation such as . RPP and/or Project Management Professional (PMP) is an asset.
  • Leadership skills to support a high-performance team and set dynamic and long-term goals that contribute to the fulfillment of a larger organizational goal or mission.
  • Negotiating skills to navigate between multiple parties with differing perspectives along with interpersonal skills to develop collaborative internal relationships.
  • Relationship management to understand the nature of stakeholders business and objectives to effectively communicate/negotiate/influence and identify points of collaboration.
  • Must have a valid Ontario G Drivers License.
