Minimum Qualifications and Requirements:
- Bachelors Degree in Education Business-related field or an equivalent combination of experience and training which provides the knowledge skills and abilities to perform the responsibilities. Experience in school transportation preferred.
- At least 3 years of progressively responsible experience in transportation operations and/or managing transportation systems platforms and transportation staff preferred.
- Experience in school transportation management strongly preferred.
Specific Core Function:
Responsibilities of the Position:
- Plans determines and implements all regular school special education and charter bus routes in collaboration with principals bus supervisors administrative staff and other City departments in all aspects of traffic-related matters; determines safe loading and unloading zones for school buses and safe vehicular and pedestrian traffic movement on school with building staff and contractors/vendors to coordinate routing of vehicles for multiple schedules to maximize fleet usage. Disseminates bus route information to all stakeholders. Ensures the safety of students is top priority in decision-making.
- Implements and oversees daily operation and monitoring of school transportation system and bus routes; coordinates and enforces MSD policies and practices related to school transportation including those related to special needs periodic inspection of school buses and stops to ensure compliance with regulations and MSD Board policy. Communicates and or meets weekly with drivers and/or supervisors to address their concerns regarding the safety and efficiency of bus routes.
- Works with Transportation vendors to analyze and improve the bus route system and scheduling by reviewing and monitoring report and quality control methods. Administers maintains and updates mapping software and database to ensure full utilization of its capabilities including determining hazards sidewalks safe bus stops and related matters. Updates the software to contribute to the design and establishment of safe and efficient routes.
- Responds to school administrators and staff regarding requests to add new students to bus transportation routes.
- Monitorsweather and roadconditions and activates administrative team responsible for making recommendations to the MSD Superintendent to close or delay school due to weather conditions and related safety concerns.
- With the support of Human Resources staff and Assistant Superintendent Operations manages the recruitment and selection procedures for hiring of School Crossing Guards. Provides orientation training coaching and guidance for crossing guards; administers polices and procedures to assure consistency; assures their compliance with safety practices and procedures.
- Communicates with Crossing Guard staff regularly to assure their commitments to student safety assess performance and attendance and conducts spot-checks to assure the quality of their services.
- Manages and counsels assigned staff in ongoing development processes; makes recommendations regarding hiring. Completes performance reviews and salary recommendations and related human resource functions; motivates staff to achieve goals by providing direction guidance and training.
- Directs and participates in planning and activities related to business continuity crisis management and related crisis communications to stakeholders.
- Prepares information related to transportation incidents and issues in collaboration with the Districts Communications Director. Works with the Communications Director in developing response to media requests.
- Outlines overall expectations relative to bus conduct and behavior in collaboration with the Assistant Superintendent Operations and the MTSS Team. Monitors resolves and reports all school transportation discipline issues with vendors school personnel parents parental custodians students and governing agencies as appropriate.
- Works with MSD leadership Finance Special Education and legal counsel in preparing RFPs and contract documents relating to student transportation services.
- Monitors and manages all transportation operations including incident and/or accident reports future communications cost projections and incremental increases. Maintains correspondence and related preparation of the operational budget for transportation services.
- Obtains documentation from vendors to validate compliance with safety requirements and programs for all vehicles used in support of MSD administration.
- Ensures legal regulatory and operational compliance by performing risk assessments and recommending and implementing staff training. Completes all compliance relatedrequirementsas required.
- Performs other duties as assigned by the Assistant Superintendent Operations.
