Job Summary

Education

  • 4-7 years relevant government relations experience in positions of increasing responsibility and scope with strong preference for technology policy-related experience. Req

  • Project management certification and experience with a non-profit professional or volunteer-based non-governmental organization Pref

  • Must possess a strong belief in the importance of technology to society and how the ethical and sustainable uses of technology can advance humanity.
  • Demonstrated knowledge of EU its institutions and their regulatory and legislative processes national level experience a further advantage
  • Fluency in English essential; Fluency in one or more additional EU languages (e.g. French German Spanish) is highly desirable
  • Strong communications and presentation skills including ability to make effective presentations to small and large audiences to government officials media representatives membership groups and to fellow staff. Must be capable of translating effectively between the specialist languages of technology and policy
  • Demonstrated skill in writing reports correspondence speeches position statements media talking points and testimony to be given before governmental/regulatory bodies
  • Able to read and apply information from regulatory/legislative sources and from IEEE collateral and technical materials
  • Able to regularly interact with EU legislators officials and staff as well as other national policy-makers public agency officials industrial and academic leaders and the media.
  • Technically savvy worker who is familiar with standard business tools including Microsoft Office Suite products (e.g. Word PowerPoint and Excel) MS Project and Oracle Financials.
  • Demonstrated ability to manage high performing and diverse volunteer and staff teams
  • Basic meeting and event planning skills and experience a plus
  • Must be willing to travel to Brussels and other meeting locations for IEEE business purposes
  • Proven experience with managing European projects or networks a plus

The overall purpose of this position is for advancing IEEEs public policy engagement and thought leadership on emerging technology related topics across European institutions. This role focuses on supporting and promoting the IEEE European Public Policy Program managing collaborative initiatives with IEEE volunteers academic and policy institutions and other stakeholders to develop draft and communicate public policy statements aligned with IEEEs mission of advancing technology for the benefit of humanity and participating in EU-funded projects. The position serves to expand the dialogue and collaboration between the European engineering community and European public authorities to enable technologists to more easily share their expertise and concerns and to enable European Union (EU) institutions and other policy stakeholders to more easily exchange information with technologists on public policy matters relating to IEEEs fields of interest.
The position will be based in Vienna Austria. The role reports to the Senior Director IEEE European Business Operations and functions as an individual contributor. This position is primarily operational with strategic input. The incumbent has accountability for day to day operations and project management but consults with Senior Director IEEE Business Operations on overall strategic objectives translating them to tactical and operational plans.



Key Responsibilities
  • Develops and consolidates IEEEs position as a key contributor to key technology-related policy discussions in Europe with guidance from senior leadership
  • In partnership with Sr. Director European Business Operations and IEEE-EPPP Leadership further raises IEEEs profile and maximizes its impact by engaging with key EU decision-makers and stakeholders
  • Facilitates dialogue with IEEE- EPPP leadership to establish a strategy to advance its mission and achieve its public policy objectives
  • Collaborates with IEEE- EPPP and its European constituents to 1) develop a prioritized EU public policy agenda 2) develop and implement an annual plan(s) designed to advance EPPPs mission strategy and policy agenda 3) apply appropriate benchmarks and metrics to measure the effectiveness and impact of IEEE- EPPPs activities and 4) deliver timely and accurate information and policy advice to EU policy-makers on issues within the technical and geographic scope of IEEE- EPPP
  • Provides operational logistical editorial and content support to IEEE- EPPP working groups as assigned
  • Monitors EU legislative and regulatory developments within EPPPs scope of interest and provides advice and recommendations to IEEE- EPPP leadership on appropriate responses to emerging policy challenges
  • Informs engages and educates IEEE European members on the work of IEEE-EPPP and on public policy issues and processes generally including opportunities for direct member engagement
  • Creates innovative programs events and approaches to enhance effective outreach to policy-makers
  • Develops and maintains effective collaborations and coalitions with like-minded organizations to advance shared public policy goals
  • Manages and accurately forecasts the IEEE-EPPP budget and working group account(s) and provides input on requirements to the annual budget development process for Sr Directors review and approval
  • Monitors and informs IEEE management of emerging EU legislation or regulations that would affect IEEE interests
  • Coordinates closely with IEEEs Office of Compliance and IEEEs Global Public Policy Committee to ensure that IEEE-EPPP is operating in compliance with EU and national laws or regulations governing public policy activity
  • Identifies and supports the formation of project consortia for EU funding opportunities including partner identification relationship building and coalition management.
  • Drafts and contributes to EU project proposals (Horizon Europe Digital Europe etc.) including technical sections work packages impact statements and budget justifications.
  • Manages all administrative financial and reporting tasks related to EU-funded projects ensuring full compliance with European Commission guidelines.
