The Opportunity
WSDOT is currently seeking multiple Transportation Engineer 2s to serve as Schedule Reviewers and Change Order Writers. These roles are Office Engineer Assistants and assist construction teams with reviews of contractor provided schedules to ensure compliance with contract plans and provisions. The position will prepare a variety of reports and other documentation to support safe reliable and cost-effective transportation as well as complete independent review processing and transmittal of construction and material documentation and construction close-out activities. Along with supporting the development of design projects by preparing design project schedules. This position includes occasional construction inspection sampling materials and testing duties. Additionally the incumbent may be required to provide direction and training to entry-level engineers and technicians. Safety is a primary focus at WSDOT and an important function for a Transportation Engineer 2 is to participate in the implementation and development of pre-activity safety plans attend and participate in safety meetings and training use appropriate personal protective equipment and report any injuries/accidents or near misses to a supervisor immediately.
What to Expect
Inspection survey work and site visits are conducted outdoors in inclement weather on project sites and in active construction zones both during the day and at night. Exposure to hazards may include high-speed traffic steep or uneven terrain and/or heavy construction equipment.
Among the varied range of responsibilities held within this role the Schedule Reviewer will:
- Review and analyze the Project baseline or revised Critical Path Method schedule using Primavera P6 for accuracy ensure construction best practices are followed and ensure it reflects significant dates as set by the standard Specification and Special Provisions.
- Receive project lookahead schedules from contractor and produce the weekly Construction Update Report; create a weekly statement of working days for construction projects on a weekly basis.
- Build and evaluate schedules for design projects using Primavera P6.
- Travel to project sites and assist in the inspection or act as lead inspector of highway and highway structures for conformance with contract plans and specifications.
Among the varied range of responsibilities held within this role the Change Order Writer will:
- Communicate with the construction inspection team and contractors to obtain information.
- Investigate problems with plans and with the work as it progresses provide clarification of contract requirements to the Contractor and subcontractors and respond to questions.
- Research prepare write and process change orders memos letters and supporting documentation and calculates independent estimates for changed work.
- Determine the need for contract changes and make recommendations to the project team.
- Attend in-person pre-construction meetings and weekly contractor meetings; travel to project sites and assist in the inspection or act as lead inspector of highway and highway structures for conformance with contract plans and specifications.
Qualifications
To be considered for this opportunity the following competencies are required:
- Technical Engineering Knowledge: Demonstrated foundational knowledge of civil structural geotechnical or transportation engineering principles gained through education experience training or certification (EIT or LSIT). Ability to apply this knowledge to design construction inspection and surveying tasks.
- Construction Inspection and Materials Testing: Ability to interpret and apply highway construction plans specifications and special provisions; observe and document contractor work; track submittals; and perform or support materials sampling and testing activities in accordance with established procedures.
- Contract Documentation and Records Management: Demonstrated skill in maintaining accurate construction documentation reviewing calculations tracking quantities completing daily inspection records and supporting the preparation of final records and as-built documentation.
- Project and Design Support: Ability to support project development and delivery by assisting with design documentation technical reports special provisions estimates contract administration activities and coordination with consultants and internal stakeholders.
- Analytical and Quantitative Skills: Ability to perform engineering-related calculations review technical data analyze quantities and costs and verify the accuracy of computations related to construction and project delivery.
- Communication and Collaboration: Effective written and verbal communication skills to share technical information observations and findings with contractors engineering staff and the public in a clear professional and timely manner.
- Engineering Technology and Software Application: Ability to use or learn engineering and documentation software to support design construction inspection scheduling and reporting activities (e.g. drafting calculations records management and scheduling tools).

In addition to the above the following are also required:
- A valid drivers license and the ability to operate state-owned vehicles.
- Ability to transport move and manipulate equipment weighing up to 50 pounds.
- Obtain certification as a WSDOT General Inspector within 12 months of employment.
- A Western Alliance for Quality Transportation Construction (WAQTC) qualified tester or equivalent or to achieve within 24 months of hire.
- An American Concrete Institute (ACI) qualified tester or equivalent or to achieve within 24 months of hire.
It is preferred that qualified candidates also have:
- Agency Standards and Systems Familiarity: Experience or familiarity applying WSDOT manuals standards specifications or internal systems in support of transportation design construction or contract administration activities.

- This recruitment will be used to fill four (4) permanent positions within the Eastern Region; three (3) Schedule Reviewers and one (1) Changer Order Writer. This recruitment may also be used to fill additional vacated positions.

- In addition to base salary employees may be entitled to other forms of compensation depending on the type duties or location of the position.
