Job Summary

Summary

Plan International Canada through The Power Within (TPW) initiative is seeking to procure a short-term consultant to develop a comprehensive Impact Report for the Power Within Systemic Change Fellowship. The report will document the fellowships design implementation outcomes and indicators of impact and will be used for internal learning donor reporting and external communications.

The consultancy is expected to take place over a one-month period with the following key milestones:

  • Consultancy start: Monday February 2 2026
  • Draft report due: Friday February 27 2026
  • Final report due: Friday March 13 2026

The total budget for this consultancy isCAD $3000 inclusive of all fees taxes and expenses.

The Position

The Power Within (TPW) is a national initiative of Plan International Canada that supports young people especially girls and gender-diverse youth to develop strong body confidence and self-esteem as foundational skills for leadership and civic engagement. Through workshops resources and community-building activities the project addresses the root causes of low self-esteem and negative body image pressures working alongside youth and partners to challenge harmful beauty ideals and promote inclusive representation.

Building on this groundwork the Power Within Systemic Change Fellowship is a 12-month program that operationalizes the recommendations from the Power Within report by investing directly in youth-led advocacy and systems change. The fellowship brings together 14 youth fellows to strengthen their advocacy and leadership skills through monthly learning sessions mentorship and a national in-person retreat. A central component of the fellowship is the development and implementation of youth-led action plans through which fellows advance concrete advocacy or change initiatives at the local national or global level.

What success looks like

Objectives of the Impact Report:

  • Document the design delivery and key components of the Power Within Systemic Change Fellowship
  • Assess progress toward intended outcomes and early indicators of systemic change
  • Capture qualitative and quantitative evidence of impact including fellow experiences and program achievements
  • Identify key learnings challenges and promising practices
  • Produce a clear accessible and visually engaging report suitable for multiple audiences (internal stakeholders donors partners and youth audiences)

The consultant will be responsible for:

  • Inception and Planning
    • Reviewing key program documents (e.g. program design objectives monitoring data participant feedback)
    • Developing a brief outline and methodology for the report

  • Data Collection and Analysis
    • Analyzing existing quantitative and qualitative data provided by the program team
    • Conducting a limited number of virtual key informant interviews and/or focus group discussions (to be confirmed) with fellows and relevant stakeholders if required

  • Report Writing and Validation
    • Drafting a full impact report (anticipated length: 1525 pages excluding annexes)
    • Incorporating feedback from the TPW team on the draft report
    • Finalizing the report in line with agreed timelines

  • Deliverables
    • Draft Impact Report (Feb 27)
    • Final Impact Report (March 13)
    • Executive Summary (23 pages) suitable for standalone use

As our ideal candidate you will have:

Interested consultants or firms should submit a proposal that includes:

  • A brief technical proposal outlining understanding of the assignment proposed approach and methodology
  • A workplan and timeline aligned with the stated deadlines
  • A financial proposal outlining total costs (not to exceed CAD $3000)
  • A CV (or profiles) highlighting relevant experience in impact reporting evaluation youth programming or advocacy
  • Examples or links to previous relevant reports or publications (if available)

  1. Evaluation and Selection Criteria

Proposals will be assessed based on the following criteria:

  • Relevant Experience and Expertise (40%)
    • Demonstrated experience in impact reporting evaluation or learning
    • Experience working with youth-led advocacy or systems-change programs
  • Proposed Methodology and Approach (30%)
    • Clarity feasibility and appropriateness of the proposed approach
    • Ability to deliver high-quality outputs within a short timeframe
  • Quality of Written Communication (20%)
    • Clarity structure and accessibility of the proposal
    • Evidence of strong analytical and storytelling skills
  • Value for Money (10%)
    • Cost-effectiveness of the proposal within the stated budget
