Qualifications: Degree in Accounting or Finance required Masters degree and/or certification (CPA MBA or SFO) and Licensure Requirements: Massachusetts Department of Elementary and Secondary Education (DESE) licensure as a School Business Administrator or of Massachusetts municipal and school finance laws DESE of and experience in M.G.L. 30b Procurement procedures; Massachusetts Certified Public Purchasing Official (MCPPO) certification of five years of progressive management experience preferably within a public school district or municipal environment to work collaboratively with school department city personnel and with community to interpret and apply complex laws and in budget development grants management and financial have strong presentation and communication skills. Duties and Responsibilities Financial Management and Budgeting: appropriate and effective fiscal procedures to assure the most efficient budget controls including maintaining the general ledger and financial the annual budget and provide input regarding long-range financial planning in collaboration with the Superintendent School Committee City of Quincy personnel and other administrative and monitor accounting procedures to ensure the proper recording of all receipts and expenditures from all accounts including but not limited to revolving accounts gift accounts and student activity accounts as well as conformity with Massachusetts General Laws Chapter 30B (Procurement Law) and auditing the weekly monthly and quarterly budget projections and prepare all fiscal reports and forecasts for the Superintendent and report to the School and provide necessary documentation for the annual fiscal audit and the single audit as the School Departments annual financial reports for DESE balance sheets revenue expenditure statements and other reports in support of grants compliance requirements or required financial documentation including but not limited to the End of the Year State and recommend financial policies regarding the management of the School Departments fiscal matters to the Superintendent and the School all business financial and personnel records according to School Department policies and in compliance with applicable state/federal laws and Receivable Accounts Payable Payroll & Purchasing: the Business Office and all accounts receivable and accounts payable functions for the School the Payroll Office and work with the Human Resource Office for the School Department. Monitor all payroll functions (accounting human resource functions and personnel). for the purchase of equipment and supplies necessary for the proper operation of the School Department in accordance with Massachusetts and City Procurement for the maintenance lease agreements and service contracts of all office equipment including copy machines FAX machines telephones postage meter with City and School personnel to manage long range capital improvement plans. Grants Management: all state federal and private grant programs and competitive budgets track expenditures and submit required programmatic and financial reports to DESE and other timely drawdown of funds and adherence to grant guidelines allowable costs and recordkeeping requirements.
