The Technician II Construction Civil Engineering isresponsible for monitoring and inspecting the field construction of water mains sewer lines pumping stations wastewater treatment projects and other infrastructures for DC Water. Monitors and inspects the work of contractors and provides technical assistance to lower-level technicians. Performs independent technical office and field inspection work related to civil engineering and construction projects.
Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 472853.131. Scope of practice for engineers:
For the purposes of this part the term practice of engineering means the application of special knowledge of the mathematical physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation investigation expert technical testimony evaluation planning design and design coordination of engineering works and systems planning the use of land and water performing engineering surveys and studies and the review of construction for the purpose of monitoring compliance with drawings and specifications in connection with any utilities structures buildings machines equipment processes work systems projects and industrial or consumer products or equipment of a control systems communications mechanical electrical hydraulic pneumatic or thermal nature that may involve safeguarding life health or property and including such other professional services as may be necessary to the planning progress and completion of any engineering services.
Inspects water and wastewater treatment facilities water distribution sewer collection storm drainage structural and paving construction; monitors construction for compliance with approved plans and specifications; checks materials used; determines alignment grade and compaction of fill; orders standard field and laboratory tests; performs simple field measurements; prepares and maintains related records and reports.
Prepares and maintains various drawings and charts; quantities and cost estimates; calculates cut and fill for excavation.
Assists in gathering data on the specific area of assignment; performs minor field survey work; provides assistance in the analysis and interpretation of data; assist in preparing verbal and written reports based on analysis and findings.
Monitors on-going phases of projects to determine status and completion date.
Provide technical assistance to less experienced technicians.
Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships:Interacts with co-workers in the department and throughout the Authority contractors representatives from other government agencies and private organizations etc.

Three (3) years of progressive experience associated with field construction and/or maintenance of water and sewer systems |
Minimum Education Requirements: |
| High school diploma or General Educational Development (GED) certificate |
Required Skills: |
Knowledge of the elementary principles and practices of civil engineering. |
| Skill in performing technical computations assist in analyzing complex data and reports based on findings. |
Skill in preparing technical civil engineering drawings for reports and as-builts. Basic knowledge in the use of civil engineering instruments and equipment. |
Ability to communicate effectively both orally and in writing. |
Skill in the use of a personal computer and related software for report preparation. |
