The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self- sufficiency as quickly as possible.
Contract Agency Financing Unit handles payments disbursed on behalf of various programs including HIV/AIDS Services Administration (HASA) & HASA Emergency; Homemaking; Residential Treatment Centers; Cash Assistance (CA) advances; Adult Protective Services (APS) Advance payments; office leases; Insurance payments; Cash assistance (CA) advances and related expenses Substance use programs; reimbursement of Domestic Violence (DV) line-item expenses.
Employment Unit is responsible for the payment of performance-based milestones line-item expenses and pre-employment and post-employment transportation. Miscellaneous Contract Unit (MCU) makes payments to medically related public transportation to clinics the NYC Health and Hospitals Corporation hospitals and individuals. Reimbursements to clients for out-of-pocket expenses and Fair Fare subsidized payments. Payments are also issued for Fair Hearing Carfare Homecare Expenses and Disability Service Programs. Miscellaneous Payment Unit (MPU) manages the authorization and processing of CTL advances made into the NYS Medicaid Management Information System (MMIS) for hospital medical and home care costs to Medicaid.
The Office of Fiscal Operations/ Division of Accounts Payable (DAP) is recruiting for one (1) Associate Staff Analyst to function as the Supervisor of the Employment Unit within the Employment Contract Agency Financing Miscellaneous Payment and Miscellaneous Contract Units who will:
-Ensure the processing of approximately 3000 payments per year totaling nearly $155 million involving the activities of the employment contracts managed by HRA.
-Monitor contract advances; recouping such advances from semi-weekly payments pursuant to agreed-upon schedules
-Create purchase orders for pre-and post-employment carfare
-Utilize several sophisticated computer applications including the Payment and Claiming System (PaCS) PaCS Web and AutoVouchering for pre-employment carfare.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.
associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in 1 above.
4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in 1 above.
5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
