PRIMARY DUTIES AND RESPONSIBILITIES
Within the limits of authorized company objectives policies procedures plans and budgets the Planner Estimator has responsibilities and duties including but not limited to the following:
1. Scope plan and estimate contractor work in accordance with the procedure for Planning Contracted Work ES-CM-100. Ensure work packages are complete. This includes all HEC procedures confined space and burn permits job aides maintenance procedures PM attachments safe work practices and environmental policies procedures and permit limitations. Estimate contractor work with some assistance from Supervisors. Coordinating and conducting schedule reviews with all stake holders to ensure schedule activated accuracy of work to be performed.
2. Develop maintain and monitor P6 schedules resources and forecast related to non-outage and outage maintenance and projects. Provide direction to Planner Estimators Supervisors and Contractors concerning scheduling and estimating contractor work. Assist the Construction Manager Superintendent Manager Planning & Contractor Services with the development of scheduling standards construction processes and systems.
3. Ensure common understanding of the projects among all stakeholders especially the responsible Contract Supervisors. Maintain all contractor project schedules (daily weekly outage work etc.) and communicate any changes to the daily or weekly plan.
4. Effectively monitor and reduce overtime usage and proactively explore ways to increase productivity. Upon job completion ensure work orders are properly routed or filed and any follow-up (parts repair/replacement procedure updates/changes etc.) is accomplished.
5. Hold primary responsibility for receipt of materials/procurement receipts and distributing to the necessary accounts payable personnel. Review and approve invoices as authorized for planned work. Route invoices for further authorization approvals as required.
6. Support the development of planning reports and tools such as KPIs backlog historical and other reports as identified. Hold primary responsibility for data gathering and issuing these reports. Report development and distribution will be inclusive weekly of Workman SAP Excel Communication schedules and KPIs. Leads efforts with regards to Lean Processes process improvements lessons learned RFIs ensuring maintenance of all documentation.
7. Hold primary responsibility for the accurate review of invoices for planned work. Route for approvals as required. Must have a working knowledge of specific Contracts payment terms and conditions and how they relate to received invoices.
8. Participate in decisions regarding the optimization of contractor resources developing resource loaded schedules control of contractor overtime and selection of contractors within O & PM.
9. Purchase non-engineered and engineered materials required for each planned task in accordance with the schedule. This includes the purchasing of bulks consumables rented equipment indirect facilities etc.
10. Perform any and other duties or special assignments as assigned by O & PM Manager Construction.
SUPERVISION
Direct Supervision: May be assigned direct supervision of Planner Associates/Estimators.
Indirect Supervision: Provides occasional direction to Planner-Estimator I & II; Provides direction to project managers engineer supervisors technical staff and contractors as required.
RELATIONSHIPS
Key Internal: Daily contact with O&PM Manager Planning & Scheduling O&PM Construction Staff O&PM and Station Engineering and Project Manager Staffs Plant Planner/Schedulers Plant Gatekeeper Plant Supervisors and Hazardous Energy Supervisors as required Operations Planning personnel and Energy Control Center personnel.
Key External: Frequent contact with TEC & contractor Project Managers and supervision regarding development of plans estimates contractor selection scheduling and manpower planning. Frequent contact with contractors and materials suppliers.
QUALIFICATIONS
Education
Required: High School Diploma or equivalent
Preferred: College Degree in Business Engineering Engineering Technology Building Construction or related degree from an accredited institution is preferred and may be considered in lieu of equivalent years of the overall experience requirements.
Licenses/Certifications
Preferred: PMP Certification
Related Experience
Required: Minimum of ten (10) years of work experience related to the Duties & Responsibilities of this position is required. Related experience must consist of progressively more complex assignments in scheduling planning cost forecasting and/or tracking maintenance work and equipment in a heavy industrial power plant facility.
Preferred: Experience in creating work packages planning scheduling estimating and cost forecasting.
Additional Knowledge/Skills/Abilities (KSA) *in addition to previous levels
Required: Proficient knowledge of work management systems related to planning scheduling cost forecasting and tracking maintenance work and equipment in a heavy industrial power plant facility. Demonstrated clear understanding of maintenance and outage management best practices and procedures with the ability to develop and maintain KPI metrics and Plan of the Week schedules. Proficient with Microsoft Office Microsoft Excel and PowerPoint. Ability to effectively develop and maintain spreadsheets pivot tables macros power point presentations and other related programs and documents.
Strong communication skills with the ability to gather information from numerous sources compile and correlate information and communicate using written verbal and various reporting methods.
Must have strong leadership skills. Must understand estimate risk assessment measurement of estimate quality and contingency development. Must have strong interpersonal and communication skills. Must have demonstrated Primavera skills and a thorough understanding of Critical Path Method Baseline and Man loaded Schedules and schedule performance and earned value management.
Preferred: Proficient in using scheduling software i.e. Primavera Microsoft Project with a thorough understanding of CPM scheduling methods and theory.
