Our Civil Infrastructure Team in Asset Management & Maintenance is seeking a Manager to lead one of its structural SOGR Delivery Teams. Reporting to the Senior Manager this Manager will be accountable for leading a team of Project Managers and delivering a bundle of state-of-good-repair (SOGR) capital projects consisting mainly of repair rehabilitation and reconstruction of existing rail carrying bridges and structures.
What will I be doing
- Providing day to day leadership to a team of project management professionals delivering State of Good Repair (SOGR) projects involving repair rehabilitation and reconstruction of railway bridges and structures. Projects are extremely time-critical and take place within or adjacent to a continuously operating commuter rail corridor. Construction activities are highly constrained and tightly regulated by numerous internal and external stakeholders.
- Planning and managing SOGR projects to;
- meet or exceed Metrolinxs objectives of safety cost schedule standards and quality
- minimize impacts to service
- consult with Indigenous communities
- coordinate with external stakeholders including Fisheries and Oceans Canada Ministry of the Environment and Climate Change Ministry of Labour Regions Cities and Municipalities conservation authorities
- coordinate with internal stakeholders including Rail Corridor Access Safety Service Planning Network Operations Investment Panel Change Control Board Procurement Commercial Financial and Project Controls etc.
- Identifying risks to successful project completion and creating plans to mitigate or avoid barriers/issues including logistics service design and constructability reviews; managing unforeseen issues during project execution.
- Overseeing the work and performance of both construction and consulting contractors to ensure quality and compliance.
- Developing terms of reference for engagement of engineering design firms evaluation of submissions and recommendation for contract awards.
- Editing and maturing Division 1 construction tender specifications reviewing other Division specifications and design drawings as required.
- Monitoring and reporting on the status of individual projects and the project bundles.
- Mentoring project management staff and maturing project management practices and procedures with a focus on progress not perfection.
- Supporting project management staff valuing their skills and recognizing their contributions.
What Skills and Qualifications Do I Need
- Completion of a degree inEngineering applied scienceor a combination of education training and experience deemed equivalent.
- Experience in project management principles and practices including budget and schedule controls change management risk management stakeholder management.
- Demonstrated progressive experience managing infrastructure maintenance expansion and/or rehabilitation programs/projects within a working environment.
- Demonstrated behaviour soft skills and political acuityconsistent with people leadership.
- Exposure to the railway environment.
- Experience with bridges & civil structures.
- Working knowledge of the Ontario Construction Act and the Regulations for Construction Projects ( 213/91)
- Knowledge ofEmployment Standards ActOccupational Health & Safety Actto monitor and manage employees and contractors executing SOGR projects.
- A valid G drivers license is required to travel to various site locations meetings etc. (approximately 15%). Must meet and maintain the corporate standard for good driving record
- Certification in Metrolinx Rail Operating Rules isanasset.
- Professional Engineering (.) licence is an asset.
