Job Summary

ABOUT THE ROLE:

The Travel & Procurement Manager (TPM) is a highly operational trusted role that supports the effective delivery of KTFs programs by managing staff travel procurement and associated logistics across Papua New Guinea.

The role operates as a central travel desk coordinating and booking travel for KTF staff and where relevant accompanying family members. This includes managing complex high-volume travel movements between home locations and KTF colleges and field sites particularly during peak periods (NovemberFebruary).

In addition the TPM leads and coordinates procurement activities for KTFs education and health programs ensuring that goods and services are procured efficiently transparently and in line with KTF finance policies including procurement value for money and anti-fraud and corruption requirements.

The role works closely with Program Managers Finance and Operations and logistics staff across PNG to ensure timely procurement and delivery of educational and health supplies to KTF projects including FODE Balimo College Balimo Academy Healthy Communities and Project Zero.

This role requires exceptional organisation patience adaptability and strong relationship management skills as well as a deep understanding of the realities of travel and logistics in PNG.

RESPONSIBILITIES:

1. Travel Coordination and Management

  • Act as the central coordination point for all KTF staff travel domestic (PNG) and international.
  • Plan book and manage travel itineraries for individuals and large groups of staff and family members.
  • Coordinate complex travel routes involving multiple legs remote locations and limited transport options.
  • Manage peak travel periods efficiently ensuring travel is safe timely and cost-effective.
  • Maintain accurate travel records schedules and movement logs.


2. Airline Accommodation and Travel Partner Liaison

  • Build and maintain strong relationships with key travel partners including:
    • Airlines operating in PNG (e.g. Air Niugini PNG Air)
    • Mission Aviation Fellowship (MAF)
    • Accommodation providers
    • Travel management companies (e.g. Flight Centre) for international travel
  • Liaise with partners to manage availability rebookings disruptions and operational constraints.
  • Advocate for KTFs operational needs during high-demand periods and service disruptions.


3. Procurement Management and Coordination

  • Coordinate the procurement of educational health and operational supplies required for KTF programs across PNG.
  • Work closely with Program Managers to understand procurement needs for:
    • Flexible Open Distance Education (FODE)
    • Balimo College
    • Balimo Academy
    • E-learning projects
    • Early Years
    • Healthy Communities
    • Project Zero
  • Support sourcing quotations purchasing and supplier engagement in line with approved budgets and plans.
  • Ensure procurement activities are aligned with program timelines and operational realities in PNG.


4. Procurement Compliance Value for Money and Risk Management

  • Ensure all procurement activities comply with KTF Finance policies including:
    • Procurement Policy
    • Value for Money principles
    • Anti-Fraud and Corruption Policy
  • Support transparent and auditable procurement processes including appropriate documentation and approvals.
  • Apply value-for-money considerations across quality cost timeliness and sustainability.
  • Identify and escalate procurement risks supply chain constraints or integrity concerns as required.


5. Logistics and Freight Support

  • Coordinate logistics associated with procurement and program supply chains.
  • Support freight movements from Australia to PNG and onward to field and college locations.
  • Liaise with freight providers including airlines barge operators and local transport partners.
  • Work with logistics staff in PNG hub locations to ensure goods are received stored and distributed effectively.


6. Travel Disruptions Problem Solving and Duty of Care

  • Respond calmly and effectively to travel disruptions cancellations and emergencies.
  • Troubleshoot complex travel and logistics issues across time zones and remote locations.
  • Ensure staff safety wellbeing and duty-of-care considerations are prioritised at all times.
  • Communicate clearly and proactively with staff regarding changes or delays.


7. Internal Coordination and Continuous Improvement

  • Work closely with Finance Programs Colleges and Operations teams to align travel and procurement planning.
  • Maintain accurate records for travel procurement and logistics activities.
  • Identify opportunities to improve efficiency cost-effectiveness and reliability of systems and processes.
  • Contribute to planning for peak travel and procurement periods.


8. Safeguarding Ethics and Compliance

  • Ensure all travel procurement and logistics activities uphold KTFs commitments to:
    • Child Protection and Safeguarding
    • PSEAH (Preventing Sexual Exploitation Abuse and Harassment)
    • Code of Conduct
    • Workplace Health and Safety
  • Model ethical respectful and culturally appropriate behaviour in all engagements.
  • Ensure external suppliers and partners are engaged in a manner consistent with KTFs values and policies.

SELECTION CRITERIA:

Essential

  • Minimum 3 years experience in travel coordination procurement logistics or operations management.
  • Demonstrated experience managing complex high-volume travel and/or procurement activities.
  • Familiarity with PNG logistics procurement environments and operational challenges.
  • Strong organisational skills with the ability to manage multiple priorities simultaneously.
  • High levels of patience initiative and problem-solving ability.
  • Strong communication skills and the ability to work effectively with diverse stakeholders.
  • Ability to work calmly under pressure particularly during peak operational periods.

Desirable

  • Experience working in NGOs international development or remote operations contexts.
  • Experience procuring educational health or program supplies.
  • Familiarity with donor-funded procurement and compliance requirements.
  • Experience coordinating freight and supply chains in PNG or similar contexts.
  • Tertiary qualifications in procurement logistics operations or a related field.

This position will require frequent travel both domestically and internationally to PNG (including remote and rural areas.
