Job Summary:

Reporting to the Compliance Program Manager the Senior Compliance Coordinator completes compliance related duties and will play a lead role in ensuring the integrity and compliance of Low Income Housing Tax Credit (LIHTC) HOME Investment Partnerships Program (HOME) National Housing Trust Fund (NHTF) State Housing Trust Fund (SHTF) Neighborhood Stabilization Program (NSP) HOME Investment Partnership American Rescue Plan Program (HOME-ARP) SFRF and Section 811 Project Rental Assistance (PRA) properties maintained and monitored by the Arizona Department of Housing (ADOH). This position primarily oversees Initial (Close-Out) Low-Income Housing Tax Credit (LIHTC) Site Visit audits and manages the Compliance Divisions Annual Reporting Process. The successful candidate will also perform select site visits coordinate division scheduling and serve as reliable backup for all compliance activities contributing to the stability and effectiveness of the compliance program. Duties include frequent travel and site visits within Arizona and occasional out-of-state travel for trainings. Other duties as assigned.

Job Duties:

Reporting to the Compliance Program Manager the Senior Compliance Coordinator completes compliance related duties and will play a lead role in ensuring the integrity and compliance of Low Income Housing Tax Credit (LIHTC) HOME Investment Partnerships Program (HOME) National Housing Trust Fund (NHTF) State Housing Trust Fund (SHTF) Neighborhood Stabilization Program (NSP) HOME Investment Partnership American Rescue Plan Program (HOME-ARP) SFRF and Section 811 Project Rental Assistance (PRA) properties maintained and monitored by the Arizona Department of Housing (ADOH).

Lead and manage the process of Initial LIHTC (Low-Income Housing Tax Credit) close-out audits ensuring new properties meet compliance standards. Conduct comprehensive on-site and remote compliance audits for various housing programs including LIHTC HOME Housing Trust Fund and Neighborhood Stabilization properties involving both physical inspections and administrative file reviews. Oversee the Compliance Divisions Annual Report process. Manage accurate and organized record keeping of all monitoring activities ensuring timely transmission of site review reports and submission of all IRS Form 8823s within 45 days of the correction period ending. Facilitate division scheduling meetings provide technical assistance and guidance to stakeholders assist in the development and delivery of compliance training and serve as a reliable operational backup for all Compliance Division functions. Other duties as assigned.

Knowledge Skills & Abilities (KSAs):

Candidates must possess the requisite education or job-related experience demonstrating the ability to perform the duties of the position. This position requires a minimum of four years of experience in affordable housing compliance or a related field along with comprehensive knowledge of relevant federal state and local housing guidelines including those related to LIHTC HOME NHTF State HTF NSP HOME-ARP SFRF and Section 811 PRA as well as ADOH and general HR policies.

Proficiency in compliance management software database systems and standard office applications (MS Office Suite and Google Suite) is essential. Ideal candidates will demonstrate strong organizational and project management skills exceptional attention to detail and proven ability to conduct detailed audits and analyze compliance data. The role demands excellent written and verbal communication skills the ability to work both independently and collaboratively a commitment to confidentiality and ethical standards and a willingness to travel frequently within Arizona for on-site visits.

Employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program.
