The Pima County Regional Flood Control Districts mission is to protect the health safety and welfare of Pima County residents by providing comprehensive flood protection programs and floodplain management services that emphasize fiscal responsibility protection of natural resources and providing a balanced multi-objective approach to managing regional watercourses floodplains and stormwater resources.

This position resides within the Integrated Services Division of the Pima County Regional Flood Control District (RFCD GIS). In this role you will be involved in creating and managing GIS products related to the Districts land management activities and support data management associated with Floodplain Management Water Resources Infrastructure Maintenance and Engineering projects. The RFCD GIS team is a small unit operating within a larger Pima County Government GIS framework and offers opportunities to collaborate and develop skills in a wide range of GIS functions both within RFCD and the larger Pima County environment.

Essential Functions:

  • Designs develops tests deploys and maintains automated geo-processes;

  • Administers configures and trouble-shoots backend Enterprise GIS hardware and software to ensure functionality and performance meets business needs;

  • Directs the development and implementation of quality control procedures for GIS processes procedures services and products;

  • Evaluates and makes recommendations to management for acquisition of GIS software hardware and peripheral equipment;

  • Performs complex geospatial data building modeling and analysis using advanced spatial data manipulation or cartographic procedures;

  • Designs and coordinates the integration of GIS spatial databases with non-spatial enterprise business databases.

  • Interprets aerial or ortho imagery for mapping purposes;

  • Reviews existing or incoming data for currency accuracy usefulness quality or completeness of documentation making all necessary corrections and adjustments;

  • Documents GIS procedures metadata and operating standards and leads and trains GIS technicians GIS analysts and related staff in the operation of GIS analytical procedures;

  • Supervises and evaluates assigned GIS staff to include making recommendations on hiring termination and other related personnel activities.


Minimum Qualifications:


Bachelors degree from an accredited college university or technical school in Geographic Information Systems remote sensing cartography geography or related field as determined by the department head at the time of recruitment AND two years of technical experience in geographic information creation and analysis.


(Relevant experience and/or education from an accredited college or university may be substituted.)


OR:


Two years of experience with Pima County as a Geographic Information Systems Analyst.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies specifically addressing the required and preferred qualifications.):

  • Experience in the development implementation and maintenance of web-maps and associated applications such as story maps and dashboards in ArcGIS Online or similar platforms.

  • Experience in development and implementation of complex GIS Analysis procedures with a particular focus on floodplain mapping natural resources modeling and engineering projects.

  • Experience with non-GIS staff in the development of specialized data schema to store and retrieve information with emphasis on continuous data such as surface models.

  • Experience leading technical staff in the production of GIS products related to hydrology water resources or engineering related projects. Expert level ArcGIS Pro knowledge.

  • Experience managing time and tasks efficiently prioritizing projects and working with limited supervision.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates:Valid driver license is required at time of application.ValidAZdriver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving positions may require appropriate licenses or certifications at time of appointment or within a specified timeframe e.g. Certified Business Analyst Professional (CBAP). Failure to maintain the required licensure shall be grounds for termination.

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer pre-employment background screening to include verification of work history education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions may require completion of a satisfactory personal background investigation by the court or law enforcement agencies due to the need for access to County Attorney and Court facilities records and communication systems.

Physical/Sensory Requirements: Constantly required to exchange accurate information. Constantly operates a computer and other office machinery. Constantly observes details at close range. Frequently remains in a stationary position. Occasionally moves about inside an office. Occasionally moves office equipment weighing up to 25 pounds.

Working Conditions: Constantly works in an indoor environment.
