Mandatory Qualifications
7 Years of Experience In:
- Proven experience working as a Business Analyst with the ability to analyze interpret and document business and system requirements.
- Experience reviewing and understanding legacy open or transferred business rules and translating them into modernized business and system requirements based on program domain knowledge.
- In-depth domain knowledge of Human Services programs including SNAP (Supplemental Nutrition Assistance Program) HEAP (Home Energy Assistance Program) Public Assistance (PA) Fair Hearings and Child Support.
- Strong analytical and documentation skills with the ability to communicate complex business processes clearly to both technical and non-technical stakeholders.
Desirable Qualifications
7 Years of Experience In:
- Experience supporting federal or state eligibility programs and systems within Human Services environments operating under state-supervised locally administered models.
- Experience facilitating stakeholder workshops defining agendas conducting system user training and ensuring adherence to project timelines.
- Experience creating As-Is and To-Be artifacts such as process flows user stories with acceptance criteria use cases user guides screen prototypes data specifications and UML diagrams.
- Experience performing business process reengineering and optimization including analyzing legacy or mainframe system logic and designing modernized future-state processes.
- Experience conducting open systems analysis application mapping to modern solutions system gap analysis and possessing basic scripting or query skills (e.g. SQL).
- Knowledge of Quality Control systems for sampling client portal systems for enrollment intake and worker portal systems supporting eligibility enrollment and case management.
- Knowledge of application management functions including data collection (financial and non-financial) document management client correspondence and support processes related to eligibility and case management systems.
