This is a full-time position located in Augusta Maine and allows for partial telework up to 3 days per week with management approval.
Core Responsibilities:
The primary focus of this Position is to oversee manage and administer statewide Healthy Aging Services Programs serving older adults adults with disabilities and their family caregivers in addition this position manages directs and oversees day-to-day operations including personnel and administrative functions Request for Proposal (RFP) processes multiple state and federal contracts policies and procedures. The scope of the position encompasses the effective implementation of state and federal policies rules and statutes to carry out the mission of the Office of Aging and Disability Services (OADS) as the State Unit on Aging. Other responsibilities include:
Manages and supervises program staff who oversee all Older Americans Act (OAA) Services delivered by the five area agencies on aging including: Access Services In-Home Supportive Services Nutrition Evidence-Based Health Promotion and Family Caregiver and Respite services for older adults in Maine and their families.
Oversight/Management of Title III and Title VII Federal Grant (OAA) that includes development fiscal management performance management compliance monitoring and annual reporting.
Supervise the programmatic aspects of contract development and fiscal monitoring including reporting to the federal government.
Communication with the Federal Government pertaining to reporting grant management and OAA funding.
Oversee data collection for these programs which provide essential information needed to monitor and plan programs as well as help assure an efficient system of services.
Author and implement the State Plan on Aging including statewide needs assessments in collaboration with aging network partners which is a federal requirement to receive federal dollars from the OAA.
Work with other key staff in OADS to ensure there are no gaps in service delivery systems; services are efficient and effective; and that OADS strategic initiatives are promoted. Assure that the needs of the growing aging population are articulated across the office at a management level.
Meet with and seek positive collaborations with sub-grantees and other stakeholders to ensure the needs of older adults in Maine are best met.
Oversee the development and update of program policies to ensure compliance with federal OAA rules and regulations.

Minimum Qualifications:
To qualify your background must include:
A bachelors degree in gerontology social services or a directly related field;
Six (6) years of professional progressive experience providing and/or overseeing services for adults in social service programs; and
At least three (3) years of experience at an administrative or supervisory level including significant experience in planning and managing programs for older adults and persons with disabilities
OR
An equivalent ten (10) year combination of education and/or professional experience in the above fields to include three (3) years at the administrative or supervisory level.
Preferred candidates will also have:
Demonstrated knowledge of Older Americans Act programs and services including applicable rules and regulations.
A masters degree in gerontology or social services with a focus on aging.
Excellent communication and interpersonal skills with the ability to build strong relationships with internal and external stakeholders.
Strong analytical skills with the ability to analyze data identify trends and make data-driven recommendations.
Experience with budgets and contracts.
