JOB TITLE: Buyer II - Purchasing

REPORTS TO: Director-Purchasing

WAGE/HOUR STATUS: Exempt

PAY GRADE: AM 2

PRIMARY PURPOSE:

To support the districts procurement operations by coordinating the acquisition of goods and services in compliance with Texas Education Agency (TEA) regulations state purchasing laws and district policies this position ensures timely cost-effective and compliant purchasing processes by managing vendor interactions processing purchase requests maintain accurate records and assisting campuses and departments with procurement needs to support efficient district operations and student success.

Qualifications:

Required:

  • Bachelors Degree or equivalent four years purchasing/buying experience
  • Two years purchasing/buying or job-related experience

Preferred

  • Professional Supply Chain Certification i.e. - CTSBO CPPB CPP etc.
  • Five years purchasing/buying experience in general business
  • Public school district governmental or equivalent experience in the above capacity

SPECIAL KNOWLEDGE/SKILLS:

  • Proficient in both written and verbal use of English spelling grammar and punctuation
  • Self-motivated organized and detail-oriented
  • Working knowledge of Texas governmental purchasing laws primarily in public school districts
  • Working knowledge of NIGP Commodity Codes
  • Working knowledge of cooperative reporting
  • Working knowledge of general business applications
  • Working knowledge of sourcing & procurement applications
  • Familiarity with warehouse inventory management
  • Ability to handle multiple projects/ tasks at the same time and assess competing priorities
  • Strong interpersonal communication skills
  • Ability to work under pressure
  • Ability to work as a team member

MAJOR RESPONSIBILITIES AND DUTIES:

  • Assists Director of Purchasing/Contracts in the development of departmental policies and procedures in addition to data gathering.
  • Ensures governmental procurement policies and procedures are communicated properly to end users through training events.
  • Monitors purchases to ensure compliance with TEC (Texas Education Code) District and departmental policies procedures and guidelines.
  • Establishes and maintains effective working relationships with vendors to ensure the timely and accurate delivery of products resolve any billing and delivery discrepancies coordinate replacement of defective materials and identify any opportunities for savings and/or process improvements.
  • Collaborates with departmental end users and the Contract Specialist in developing new contracts (or renewing existing ones) for goods and services as necessary to meet Texas Education Code requirements.
  • Meets regularly with company representatives to discuss needs and resolve problems.
  • Maintains files on projects purchase orders and vendor performance.
  • Assists in resolving invoice problems to assure vendors are paid in a timely manner.
  • Reviews Purchase Requisitions to assure compliance with State Law and Local Policies and processes purchase orders with purchasing authority up to $10000.
  • Participates in professional development and certification activities.
  • Performs other duties as needed or assigned by the Director of Purchasing/Contracts.

WORKING CONDITIONS:

The usual and customary methods of performing the jobs functions require the following physical demands: physical mobility standing prolonged sitting some lifting carrying pushing and/or pulling. This position will also require traveling within the district and minimally within the state. Mental demands: Exhibit sound judgement and emotional resilience in challenging circumstances. Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to apply Texas Education Code and policy; ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
