The NC Department of Adult Correction is one of the largest state agencies with more than 14000 employees. It is responsible for safeguarding and preserving lives and property through prevention protection and preparation as well as the care custody and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody healthcare and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration Health Services Rehabilitation & Reentry Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters!

Description of Work

The primary purpose of the Department of Adult Correction Controllers Office is to ensure that all department financial resources and funds are received disbursed recorded and accounted for in accordance with all applicable State and Federal laws and regulations Generally Accepted Accounting Principles (GAAP) and Department policy and procedures. The Controllers Office at the agency level has oversight responsibility of the North Carolina Financial System (NCFS) regarding transactions which affect the financial responsibility of this department and is accountable to the NC Office of the State Controller for the integrity of that data.

Responsibilities include but are not limited to:

- Administer and manage Department payrolls exceeding $100 million for approximately 18000 permanent and 500 temporary employees.

- Review audit and reconcile payroll records and SAP/FIORI payroll error reports; coordinate and follow up with agency locations to ensure timely corrections.

- Generate and audit monthly payroll results and resolve complex payroll issues by interpreting and applying state and federal laws policies and regulations related to payroll benefits time/leave and personnel administration.

- Respond to complex inquiries regarding pay calculations deductions tax withholding and payroll impacts; communicate with employees HR/payroll staff state agencies and third-party vendors.

- Perform specialized payroll processing including travel reimbursements employment verifications retirement applications termination debt forms and off-cycle payrolls.

- Coordinate with the Office of the State Controller on time adjustments direct deposit reversals affidavits and off-cycle check processing.

- Collect and certify state and federal payroll forms to ensure accurate tax withholding and payroll processing.

- Generate and analyze payroll accounting and financial reports including wage types deductions overpayments repayments and dual employment.

- Review Payroll Cost Center Financial Reports and ZFIR Payroll Postings; support budget reconciliation and funding accuracy.

- Prepare payroll-related entries in the North Carolina Financial System (NCFS) for remittances retirement contributions and payroll transmittals.

- Utilize SAP HR/Payroll SAP Business Objects NCFS and DAC ACT systems to research payroll issues produce audit reports and support monthly close-out activities.

- Develop and update payroll procedures provide SAP/payroll training perform peer audits analyze error trends and recommend process improvements.

Salary Grade Range: $43738.00 - $76542.00 Annually

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Experience in SAP Payroll module and its functionality Employee Self Service and system reporting tools such as queries and online reports.
  • Ability to analyze detailed payroll and HR data to identify trends issues and errors and effectively communicate findings to stakeholders.
  • Ability to combine multiple data sources such as online transactions reports queries to find the root cause of errors and make appropriate resolutions.
  • Ability to work independently and manage competing priorities.
  • Acts as a communication liaison between management departments (internal and external) and other agencies as well as vendors pertaining to agency specific deductions and any payroll issues.

Bachelors degree in accounting business administration or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution

Associate degree in accounting from an appropriately accredited institution and three years of accounting or auditing experience

(OR)

High school or General Educational Development (GED) diploma and four years of experience as an accounting technician three of which must be at an advanced technical level (OR) an equivalent combination of education and experience.
