Job Title: Cloud Architect / Technical Project Manager

Overview

We are seeking an experienced Cloud Architect / Technical Project Manager to support a federal government contract focused on public health related data systems and enterprise cloud modernization. This role requires a strong technical foundation in cloud architecture and systems engineering in addition to proven project management experience.

The ideal candidate will actively contribute to cloud solution design technical decision-making and architectural oversight while also managing project execution. This position is not a PM-only role; candidates must demonstrate hands-on technical expertise in cloud platforms and system modernization within regulated healthcare or life sciences environments.

Key Responsibilities

• Lead the technical architecture planning and delivery of enterprise cloud applications and data platforms.
• Design review and guide implementation of cloud solutions across AWS Azure and/or Google Cloud environments.
• Serve as a technical liaison between engineering teams government stakeholders and business users.
• Translate business and regulatory requirements into scalable secure cloud architectures.
• Develop and maintain technical documentation including architecture diagrams system designs and implementation roadmaps.
• Manage project schedules milestones risks and dependencies while ensuring technical quality.
• Support system modernization data integration and cloud migration initiatives.
• Ensure compliance with government healthcare and data governance standards.
• Facilitate technical reviews status briefings and stakeholder meetings.
• Support Agile or hybrid delivery models working closely with developers data engineers and security teams.

Required Qualifications

• Extensive hands-on experience delivering cloud solutions in AWS Azure and/or Google Cloud (architecture and implementation not just oversight).
• Demonstrated experience combining technical leadership with project management responsibilities.
• Experience supporting public health pharmaceutical life sciences or healthcare data systems.
• Strong understanding of healthcare systems regulatory environments and data management practices.
• Experience working in Agile or hybrid delivery environments.
• Bachelors degree in Computer Science Information Systems Public Health Engineering or a related field.
• Strong analytical problem-solving and technical communication skills.
• Proficiency with project management and collaboration tools (e.g. MS Project Jira Confluence Trello).
• U.S. Citizen or Green Card holder (required for government contract eligibility).
• Ability to pass a federal background investigation.

Preferred Qualifications

• Cloud architecture certifications (e.g. AWS Solutions Architect Azure Solutions Architect Expert).
• PMP CSM PMI-ACP or similar project management certifications.
• Experience working with HHS agencies (e.g. FDA NIH CMS HRSA CDC).
• Familiarity with data visualization and reporting tools (e.g. Tableau Power BI).
• Experience supporting AI/ML-enabled systems or data analytics platforms.
