The Opportunity:

The Humanitarian Logistics Capability (HLC) based in Brisbane is central to Australias rapid and coordinated humanitarian response across the Indo-Pacific. As the MERL Officer you will play a pivotal role in capturing and analysing data and evidence to drive accountability learning and continuous improvement for one of Australias most critical humanitarian programs. Working closely with HLC staff and external stakeholders youll help ensure that the programs impact is measured understood and continuously enhanced.

The Program: Humanitarian Logistics Capability (HLC)

The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely effective and flexible delivery of the Australian Governments humanitarian assistance and emergency relief program around the world providing high quality multifaceted flexible and responsive project management and humanitarian supply chain solutions in support of Australias Humanitarian Emergency Relief activities.

The goal of HLC is to facilitate humanitarian action that saves lives alleviates suffering and enhances human dignity during and in the aftermath of conflict disasters and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere with the capacity to respond to three simultaneous crises and can support at least 11000 families or 50000 people.

Tetra Tech International Development as the Implementing Contractor for the HLC will work closely with DFAT other Commonwealth response capabilities international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.

Your Role

Support the design adaptation and operationalisation of MERL tools methods and approaches that are contextually relevant and inclusive.

Facilitate and participate in data collection processes ensuring data is gathered according to guidelines and timelines and monitoring for quality.

Collaborate with functional areas to ensure that data included in the program Management Information System is accurate and useful.

Undertake data analysis including coding data against analytical frameworks and prepare tools and reports for ad-hoc data requests.

Prepare regular MERL reports for internal and external stakeholders summarising progress challenges and lessons learnt.

Conduct research on innovative monitoring and evaluation approaches as requested by the MERL Manager.

Participate in response activations and monitoring and research visits as needed including possible travel at short notice.

About You:

You are an emerging monitoring evaluation research and learning (MERL) professional who is eager to take initiative and contribute to meaningful outcomes. You bring a solid foundation in applying quantitative and qualitative approaches to monitor development humanitarian or similar programs and youre keen to keep learning and growing. You thrive in dynamic environments are proactive in finding solutions and communicate clearly - both in writing and in person - while building strong relationships with diverse stakeholders.

You will possess:

Knowledge and experience in research practices applying quantitative and qualitative approaches methods and tools to monitor programs.

Strong writing skills and verbal communication skills including the ability to translate sometimes complex theories and objectives into plain English and work cross-culturally.

Proficiency in Microsoft Word Excel and PowerPoint; any knowledge of research and evaluation software such as NVivo SPSS Atlas Ti and Power BI is an advantage.

A high degree of personal initiative creative thinking curiosity and the ability to work under pressure.

Experience with or strong curiosity for emergency response or humanitarian logistics in the Pacific would be highly desirable.

Commitment to ethical behaviour and advocacy for DFATs policies on cross-cutting issues including gender disability fraud and anti-corruption PSEAH child protection and environmental and social safeguards.
