The Williams Lake First Nation (WLFN) or the Texelcemc (people of WLFN) have belonged to the Secwepemc (or Shuswap) Nation for over 6500 years. Today the WLFN community includes a growing population of over 800 registered members who live on reserve in Sugar Cane in nearby Williams Lake BC and across the globe.

POSITION
The Health Manager is responsible for the WLFN Health Station operations program delivery and overall strategic direction of Indigenous-led health and wellness in the Williams Lake First Nation community on and off reserve. This position acts as a role model by leading community engagement programs that create health awareness and provides tools to WLFN community members as they seek to maintain a balanced healthy lifestyle.
Employment Type
Permanent full-time 35 hours per week.
Probation Period
- 3 months from the date of hire.
Education Required
- A university degree or a diploma in Human Services Health Sciences or a related field (e.g. nursing health care management) or
- An acceptable combination of education training and experience.
Experience Required
- Minimum 5 years social development social services administration and managerial experience.
- Minimum 2 years work experience with multi barrier at risk and/or First Nations peoples.
Overtime Status
Exempt.
DUTIES AND RESPONSIBILITIES
Operations
- Oversee the health station in collaboration with the Three Corners Health Services Society.
- Advocate healthy living for the community with new and existing programs.
- Conducts needs assessments identifies gaps and provides leadership to develop plans and priorities in creating programs to address the health and social development priorities of the community.
- Lead and direct safe health and wellness programs and services to the community.
- Prepare and monitor work plans including reporting through regular and annual reports.
- Serve as a liaison collaborate and partner with First Nations Health Authority (FNHA) Interior Health Indigenous Services Canada (ISC) the Le7 te Melamen Health Society and other Indigenous delegated agencies such as the Knucwentwecw Society.
- Maintain good standing as a member of the First Nations Health Directors Association (FNHDA) and prioritize attending gatherings/meetings to advocate for community health programming and funding.
- Implement and support work that aligns with Chief and Councils strategic vision for the department.
- Maintain regular work plans to monitor strategic progress for all departments within Health.
- Acknowledge the priorities outlined in the Community Health Plan in relation to the departments annual strategic plan and individual employee work plans.
- Communicate effectively with community members and partners about health opportunities and challenges in an informed and knowledgeable manner.
- Build and nurture collaborative respectful and good working relationships with community members.
- Undertake the day-to-day operational management staff supervision and coordination of health service delivery at the health centre.
- Develops a communication strategy for public awareness of programs and events.
- Participates in various community support council and committee meetings.
- Maintain current up-to-date and consistent documentation on all client files.
- Review emails daily and respond to requests in a professional and timely manner.
- Supports the mission vision and values of the Williams Lake First Nation.
- Contributes to the WLFNs ongoing success by accomplishing other duties as required or assigned.
Human Resources and Administration
- Works with WLFN Human Resources (HR) for the recruitment orientation performance review and development of staff.
- Lead and provide day-to-day supervision of health staff and contractors including all aspects of HR management. This would include describing work recruitment learning and development planning career planning coaching mentoring sharing of knowledge capacity building performance management etc.
- Foster a cooperative and collaborative working environment through team activities personal leadership and conflict resolution.
- Manages team performance by setting expectations and regularly reviews performance with staff; acts as coach and mentor to address performance issues; and consults with the Chief Administrative Officer when progressive disciplinary actions are required.
- Maintains annual contracts for service providers ensuring all contracts are up-to-date and reviewed annually.
- Schedules staff for daily weekly and monthly routines provides training and helps troubleshoot difficult tasks or issues.
- Ensures employee compliance with WLFN policies and procedures.
- Keeps the Director of Health and Wellness informed of sensitive and important issues and events.
Finance and Reporting
- Maintain the operational budget of the departments related to Health in consultation with the Director of Health and Wellness CAO and the Chief Financial Officer (CFO) to ensure appropriate financial management of the health centre resources.
- Maintain a sound awareness of flowthrough agreements/funding agreements and reporting requirements/deadlines pertaining to said funding.
- Prepares and submits regular activity reports and statistics to appropriate agencies and the community; ensures compliance with reporting requirements.
- Proactively seek out diverse funding sources to sustain health and wellness programs including grants and funding opportunities.
- Performs other duties as assigned or required.
