Description of Work

This position manages and oversees the Improving Community Outcomes for Maternal and Child Health (ICO4MCH) Program within the Women Infant and Community Wellness Section of the Division of Public Health. The role ensures implementation of evidence-based strategies and the collective impact framework to improve birth outcomes reduce infant mortality and enhance health for children ages 05 across nine North Carolina counties. Responsibilities include program guidance contract development monitoring and technical assistance for local health department partners. The position also coordinates training and collaborates with the University of North Carolina Gillings School of Public Health to evaluate program effectiveness. Work is performed under limited supervision and requires strong program management and analytical skills.

Key Duties Include:

- Manage and oversee all aspects of the ICO4MCH Program to ensure compliance with program goals and objectives.
- Develop negotiate and execute contracts with local health departments and partner organizations.
- Monitor funded sites through regular reviews site visits and performance assessments to ensure adherence to program standards.
- Provide technical assistance and guidance to local health department partners on program implementation and best practices.
- Coordinate and facilitate training sessions for ICO4MCH-funded sites to build capacity and improve program outcomes.
- Collaborate with the University of North Carolina Gillings School of Public Health to design and implement program evaluation activities.
- Analyze program data and prepare reports to assess effectiveness and inform decision-making.
- Develop and maintain relationships with local regional and state stakeholders to support program objectives and sustainability.
- Ensure compliance with applicable laws regulations and departmental policies governing maternal and child health programs.
- Identify opportunities for program improvement and recommend strategies to enhance service delivery and outcomes.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $50633.00 - $88607.00

  • Demonstrated experience managing multi-site public health programs using evidence-based strategies and collective impact frameworks at an expert level.

  • Proven proficiency in developing negotiating and administering contracts with local health departments and community-based organizations ensuring compliance and accountability.

  • Advanced skill in analyzing program performance data and preparing comprehensive evaluation reports to inform strategic decision-making.

  • Experienced in coordinating and facilitating training sessions for diverse stakeholders including local health department staff and community partners.

  • Documented experience in building and sustaining collaborative relationships with state agencies academic institutions and local organizations to achieve program objectives.

This Position Is Funded In Part Through Federal Funds.

Physical Requirements

Must be capable of lifting at least 10 pounds viewing a computer screen and sitting and standing for long periods of time and driving a state-owned or personal vehicle to attend local regional and out-of-state meetings site visits and trainings.

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment;
