The Organization

The City of Paso Robles was incorporated in 1889 as a general law city and operates under the Council-Manager form of government. As of January 1 2025 the Citys population has grown to approximately 31061 reflecting consistent growth over recent years as more residents are drawn to the Citys high quality of life strong community identity and comprehensive municipal services.

The City is a full-service municipality meaning it provides a wide range of essential public services directly to its residents. These include police and fire protection emergency medical response water and wastewater utilities parks and recreation planning and development services public works and community enrichment programs. The City is committed to delivering responsive effective and efficient services that enhance the well-being of its residents and support a safe sustainable and vibrant community.

The governing body consists of a five-member City Council: the Mayor elected at large by the voters of the City; and four Councilmembers elected by district. Voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager appointed by the City Council serves as the Chief Executive Officer and is authorized to appoint all non-elected employees with the exception of the City Attorney.

The City operates with a total annual budget of $145.7 million for fiscal year 2025-26 and employs 314.44 full-time equivalent positions across the departments of Administrative Services City Managers Office Community Development Community Services Fire and Emergency Services Police Public Works and Utilities.

Typical Duties

The following duties are typical of this classification. Incumbents may not perform all of the duties set forth below and/or may be required to perform additional related duties to address City needs and changing business practices.

  • Works in collaboration with the City Manager Assistant City Manager and other City staff to develop and execute strategies and plans for public information marketing and communication of City projects programs and initiatives.
  • Assists in the development and implementation of goals objectives policies and procedures of the Citys internal and external strategic communication efforts.
  • Develops and executes a variety of communication materials such as news releases infographics brochures flyers social media posts newsletters and website content to inform the community about City government news including policy issues special events and services.
  • Analyzes and evaluate the publics interest and understanding of City programs and services through focus groups social media surveys and other accepted methods; advises management on findings and potential strategies for enhancing public interest and understanding.
  • Evaluates the effectiveness of communications and identifies opportunities to improve customer resident stakeholder and employee relations.
  • Assists with the creation and dissemination of meaningful and captivating messaging to City staff; designs tools to engage feedback from all levels of the workforce.
  • Develops written communications to support proactive and reactive strategies including media statements spokesperson briefing materials and proactive pitches as needed.
  • Analyzes researches gathers and interprets information on a wide variety of management matters such as budgets legislation grants programs asset management contracts and/or staffing and prepares periodic or special reports based on conclusions.
  • Provides recommendations regarding policies procedures organization work methods and operations programs budget coordination development implementation and other management-related areas.
  • Participates in budget preparation and administration; monitors and controls expenditures; and conducts short and long-term departmental planning.
  • Administers coordinates and oversees departmental and cross-departmental special studies projects programs and initiatives.
  • Prepares and presents reports on recommendations data impacts options strategies and conclusions based on analyses.
  • Works closely with managers and other staff within the department and the City to anticipate obtain and provide ongoing and accurate information.
  • Prepares revenue estimates and forecasts; prepares and monitors operating and/or capital budgets grants and contracts; identified recommends and makes budget adjustments.
  • Receives researches and responds to questions from outside agencies other City departments and the general public.
  • Manages a variety of complex special projects research studies and other specialized functions.
  • Obtains information from City departments and outside agencies regarding areas being analyzed such as funding sources interdepartmental activities and programs.
  • Assists with the revision and development of fees contracts and compliance with City and department procedures policies and pertinent laws regulations and ordinances.
  • Assists in the research and tracking of legislation and regulations; identifies the impact on departmental programs and activities.
  • Coordinates with department staff to aid in analysis negotiation and vendor selection and administer and monitor contracts.
  • Participates in the development and implementation of departmental strategic plans goals and priorities; manages the implementation of strategies and work plans for the achievement of the goals.
  • Attends and serves as a liaison at functions such as committees task forces community forums commissions and conferences.
  • Provides direction to City staff consultants and vendors on assigned projects and activities.
  • Supports public engagement outreach and communications activities by assisting with the preparation of public presentations meetings and other materials for the public.

  • Effectively organize own work set priorities and meet critical and time sensitive deadlines.
  • Compose prepare review and present a variety of technical and non-technical memoranda correspondence reports statistical analysis public notices newsletters and documents.
  • Research compile and summarize fiscal and program data from a variety of internal and external sources and make sound recommendations.
  • Collaborate effectively with internal and external parties on assigned projects and activities and support the relationship between the City and the general public by demonstrating courteous and cooperative behavior.
  • Proactively plan organize and coordinate several simultaneous on-going projects requiring variable resources and time.

Human Relations and Communications Skills
Requires outside and inside contacts to carry out organization programs or occasional contacts with officials at higher levels on matters requiring cooperation explanation and persuasion or work requiring enforcement of laws ordinances policies and procedures.

Analytical Skills and Complexity
Considerable analytical ability is needed to select evaluate and interpret data from several sources; interpretation of guidelines policies and procedures is required.


Education and Experience:
A typical way to obtain the required qualifications would be:
  • Graduation from a four-year college or university with major course work in public administration business administration communications or a related field such as Strategic Communications Public Relations (PR) Media Studies/Mass Communication Business Administration (with Marketing or Communication Concentration) Political Communication/Public Affairs; and
  • Three years of increasingly responsible administrative analytical and/or program management experience preferably within a government agency.

Licenses and Certifications:
Requires the possession and maintenance of a valid California Class C driver license and a satisfactory driving record.

Other Requirements:
Attendance at off-hours meetings and events is required.
