The House of Commons Finance Services (FS) is currently looking to staff the Director Member Financial Advisory and Policy Services.
This recruitment and selection process is restricted to House of Commons Administration employees.
You will be responsible for ensuring a unified and coordinated delivery of policy interpretation BOIE submissions technical advisory services as well as a standardized approach to providing financial services to Members and House officers.
Reporting directly to the Chief Financial Officer (CFO) this role has authority over Member-facing financial service standards policy interpretation and escalation management playing a central role in designing piloting and coordinating a centralized service model. With a focus on consistency clarity and service excellence across FS you will provide strategic direction to ensure Members and House Officers receive timely and authoritative support.
As a senior leader you will lead multidisciplinary teams. In addition you will lead the development of one central source for Member financial guidance including standardized tools service pathways and governance to ensure consistent interpretation and delivery across FS.
You will define strategies set priorities and oversee initiatives that strengthen the resiliency and stability of Member financial services.
You will own and coordinate the client portfolio for operational support to Members lead the Members Allowances and Services Manual (MAS) refresh initiative in collaboration with legal counsel and oversee the team responsible for delivering Board of Internal Economy (BOIE) submissions and authoritative MAS advice.
You will establish and monitor service standards and performance indicators using data and feedback to drive continuous improvement and strengthen client experience.

Qualifications :
Education:
- University degree in finance commerce business administration public policy law or a related field. An advanced degree or professional designation (e.g. CPA MBA MPA LLM) is considered an asset.
Experiences:
- Significant experience leading high-visibility Member and House Officer-facing services in a complex highly scrutinized parliamentary environment.
- Demonstrated experience interpreting and applying the MAS framework and related authorities in complex high-judgment situations including advising on outcomes that are aligned defensible and mindful of BOIE submission impacts and precedent-setting implications.
- Demonstrated experience working closely with legal counsel on complex and sensitive matters to develop well-reasoned advice that balances policy intent legal interpretation governance requirements and reputational considerations.
- Experience preparing high-quality briefings and submissions for senior governance and decision-making authorities including the BOIE.
- Proven experience influencing senior leaders and partners to align and coordinate approaches and operating models that advance the best interests of the House of Commons while enabling consistent high-quality service delivery.
- Experience exercising delegated authority and influencing outcomes across multiple teams in a matrixed or enterprise environment.
- Experience developing and maintaining administrative policy frameworks that remain relevant and coherent.
- Experience monitoring service standards and performance indicators.
- Experience leading teams by fostering a client-centred data-informed culture ensuring consistent high-quality service delivery.
- Experience managing client relationships service designs issue resolution and change within a parliamentary environment.
Assets:
- Experience applying best practices from other jurisdictions in Member service support and disclosure.
- Demonstrated ability to assess governance precedents and reputational implications of policy and advisory decisions particularly within a parliamentary and BOIE context.
- Advanced experience integrating legal advice into policy interpretation and advisory outcomes in complex ambiguous or precedent-setting situations.
- Strong institutional knowledge and pattern recognition related to Member services policy evolution and governance decision-making within the House of Commons.
- Experience acting as a senior point of escalation for complex and sensitive issues.
- Experience supporting or leading change initiatives in politically sensitive high-trust environments.
