JOB OPPORTUNITY - Compliance & Risk Analyst - Full-Time Permanent Position
Position Summary
The Compliance & Risk Analyst will ensure Youthdales compliance and conformity with best practice current professional standards and applicable legislation governing the Childrens Mental Health sector in accordance with the Ministry of Children Community and Social Services (MCCSS) and the Ministry of Health. The Analyst will also ensure organizational compliance with all relevant privacy legislation and that supporting policies and practices are in place across the organization.
Location: 229 Yonge Street
Hours: 35 hours per week
Status: Full-Time Permanent
Union/Non: This is a non-unionized position
Salary Range: $65000 - $75000 per year

Accountability
Reports to: Manager Business Transformation
Supervises: Provides guidance to all agency staff regarding accreditation and licensing compliance privacy and risk activities.
Corporate Responsibilities
- Fosters positive and constructive interpersonal relationships with the staff clients visitors outside agencies government officials and related professional associations.
- Maintains and adheres to all relevant legislation.
- Maintains and adheres to organizational policies and procedures.
- Abides by all occupational health and safety policies.
- Demonstrates management practices which are consistent with the mission vision and philosophy of Youthdale Treatment Centres.
- Works flexible hours including evenings to facilitate client meetings and debriefs where required.
Major Responsibilities
Compliance and Licensing SORs
- Keeps current with regulations specific to the Child Youth and Family Services Act 2017 (CYFSA) the Ministry of Children Community and Social Services (MCCSS) and the Ministry of Health to ensure compliance to all laws and compliance standards.
- Develops and supports the implementation of efforts to improve organizational compliance.
- Keeps well-informed of best practice activities and literature within the field and serves as compliance consultant for programs and management.
- Participates in committees relevant to the role (internal and external).
- Participates on the Inpatient (227) and Live-in Treatment (229) File Audit Committees.
- Supports the collection review and analysis of key quality indicators related to compliance and risk.
- Supports the organizations licensing and SORRL process and requirements ensuring all client records meet licensing and policy standards.
- Identifies and escalates significant risk and compliance issues to relevant leadership including the assessment of serious breaches.
- Provides support and guidance during and following internal audits and external regulatory inspections (as required).
- Supports the Joint Health and Safety Committee in compliance to applicable Occupational Health and Safety legislation.
- Builds relationships with industry colleagues and government and healthcare representatives to remain current on industry best practices and emerging issues and trends via other external groups.
Accreditation
- Supports and facilitates the organizations accreditation preparations;
- Develops and supports mechanisms for maintaining compliance with accreditation standards between accreditation site visits.
- Engages with community partners and involving them in Youthdales accreditation process.
- Engages clients caregivers and guardians in the process by facilitating focus groups with surveyors.
- Organizes tours of all services and orients surveyors to our programming.
- Active member of the Accreditation Committee.
- Remains current with best practices in the sector.
Privacy
- Tracks all privacy incidents providing an annual report to the Privacy Commissioner Senior Leadership Agency Staff and the Board of Directors.
- Ensures personal information is collected used disclosed retained and disposed of in accordance with PHIPA.
Risk
- Assists in assessing risks in all programs and services and implements strategies to mitigate risks.
- Documents all identified risks in a central risk registry and establishes mitigation plans for each of the risks.
- Proactively identifies risk and issues and follows the required steps to ensuring risk management or risk mitigation.
- Tracks concerns compliments and complaints.
Health Records
- Safeguards client records and ensure compliance with PHIPA standards.
- Ensures client record registries and logs are complete.
- Ensures health records are assembled in standard order and are accurate up-to date and complete.
- Support agency programs in the archiving of records in accordance with Youthdales record retention and disposal schedule.
- Provides annual records report.
Other
- Adheres to occupational Health and Safety Legislation and to Youthdales Health and Safety policies.
- May be called upon from time-to-time to assist in other parts of the agency when necessary.
- Agency liaison with Youthdales legal counsel as required.
- Completes other duties as assigned.
Qualifications
Education and Experience
- Undergraduate degree or college diploma in a related field.
- Two years of experience in planning and implementing compliance privacy accreditation health records and licensing initiatives in health care or community based settings.
- 5 years experience in community mental health and addictions settings serving complex vulnerable and marginalized populations including children youth and individuals from the BIPOC LGBTQ2 and other communities.
- Demonstrated track record of executing on organizational strategic initiatives related to compliance risk and licensing.
- Experience in program development with an emphasis on the training and development of skills related to mental health and addictions.
- Excellent communication and presentation skills with the ability to train deliver and influence a wide range of audiences.
- Highly effective training and development skills with experience in developing tools and systems for competency and capacity development.
- Excellent organizational and time management skills.
- Ability to deal sensitively with confidential material.
Knowledge and Skills
- Excellent communication and interpersonal skills and ability to work collaboratively with a broad range of staff managers and diverse community partners.
- Ability to consult collaborate with and train others in privacy licensing health records and risk.
- A committed advocate for the advancement of diversity.
- Strong interpersonal and communication skills with proven ability to establish positive partnerships and work as a leader of an interdisciplinary organization.
