CHARACTERISTICS OF THE CLASS:
Under the general direction of the Human Resources Manager this position provides strategic and operational leadership for agency-wide staffing recruitment and position control functions. This incumbent is responsible for planning coordinating and overseeing recruitment and hiring activities for law enforcement judicial services and administration personnel. This position plays a critical role in ensuring staffing levels align with budgeted position control while meeting operational and public safety needs.

The Staffing & Background Supervisor works closely with executive leadership and command staff requiring a high degree of professionalism discretion and ability to adapt quickly to shifting priorities. This position must exercise considerable independent judgement interpret and apply agency policy and pivot recruitment strategies in response to direction from command staff budgetary constraints and workforce demands. Supervisory responsibility includes directing and mentoring human resources staff assigned to recruitment background investigations and personnel support functions.

ESSENTIAL JOB FUNCTIONS:
  • Provides direct supervision leadership training and performance management for Human Resources personnel responsible for staffing recruitment and background functions.
  • Plans coordinates and oversees agency-wide recruitment and selection processes while ensuring consistency efficiency and compliance with applicable laws and agency standards.
  • Oversees and administers the background investigation process for sworn and non-sworn applicants including serving as system administrator for background investigation software and ensuring timely completion of investigations.
  • Supports position control by monitoring authorized and filled positions to ensure staffing levels remain within approved budget allocations; identifies vacancies trends and risks impacting operational readiness.
  • Serves as administrator for the applicant tracking system (ATS) ensuring accurate data entry reporting and workflow management throughout the recruitment lifecycle.
  • Collaborates directly with command staff academy leadership and departmental managers to forecast staffing needs adjust recruitment strategies and responds to changing organizational priorities.
  • Participates in the annual budget process by assisting with new position requests and the reclassification of existing positions.
  • Collects and analyzes data with useful human resource metrics such as time-to-hire turnover rates workforce demographics and strength reports.
  • Assists the Human Resources Manager with additional human resources initiatives and operational needs as assigned ensuring alignment with agency objectives and quality management principles.

QUALIFICATIONS:

A. Training and Experience
  • High school diploma GED or equivalent.
  • Five (5) years of progressively responsible experience in human resources with demonstrated involvement in recruitment staffing or workforce management.

Preferred Qualifications
  • Associates degree from an accredited college or university in the field of human resources business management or related field.
  • Professional Human Resources certification (PHR SHRM-CP or equivalent)

B. Knowledge Skills and Abilities
  • Intermediate to advanced proficiency with Microsoft Office applications (Word Excel Outlook etc.).
  • Intermediate to advanced knowledge of human resources principles and recruitment practices.
  • Working knowledge of employment law and background investigation standards applicable to sworn and non-sworn personnel.
  • Knowledge of current trends best practices regulatory changes and new technology in human resources talent management and employment law.
  • Knowledge of current public sector human resources practices recruitment strategies and emerging technologies relevant to law enforcement and correctional staffing.
  • Knowledge of HRIS systems including transaction processing report generation and data analysis.
  • Ability to effectively communicate verbally and in writing to a diverse audience.
  • Strong organizational skills with the ability to manage competing priorities and pivot in response to leadership direction.
  • Ability to exercise sound judgment maintain confidentiality and handle sensitive information with discretion.

ESSENTIAL PHYSICAL SKILLS:
  • Ability to communicate orally.
  • Ability to sit or stand for long periods of time.
  • Acceptable eyesight (with or without correction)
  • Acceptable hearing (with or without correction)
