Description of Work

This role provides leadership for the Department of Adult Correction (DAC) HR-Payroll Time Administration Team and serves as the agencys expert in the area. It supervises three Agency HR Consultant I positions and two HR Technician I.

The Agency HR Supervisor serves as the primary strategic lead and technical authority for the Department of Adult Correction (DAC) HR-Payroll Time Administration Team. This role is critical in ensuring the integrity of time leave and special pay processes for a statewide workforce of approximately 14 000 employees. You will lead a specialized team of HR consultants and HR technicians to ensure compliance with FLSA state policies and HRIS system configurations directly impacting payroll accuracy and organizational efficiency.
This position provides technical guidance to HR staff timekeeping staff supervisors Payroll and employees regarding time/leave and pay issues.

Responsibilities which include but are not limited to:

Develop and execute the strategic direction for the Time Administration Section in alignment with the DAC HR Strategic Plan.

Define objectives oversee tactical implementation and manage performance metrics to track operational success.

Act as the agencys subject matter expert (SME) on FLSA profiles overtime regulations shift premiums and work schedule rules. Ensure all HRIS settings (Integrated HR/Payroll System) comply with federal and state laws to prevent over/underpayments.

Provide direct supervision mentorship and professional development for a team of HR Consultants and HR Technicians.

Serve as the high-level bridge between DAC and key stakeholders including the Office of State Human Resources (OSHR) Office of the State Controller (OSC) Internal Audit and OSC BEST Shared Services.

Oversee comprehensive position and employee time audits. Collaborate with the Settlement Section on complex backpay issues and partner with Payroll to resolve high-level technical discrepancies.

Influence HRIS functionality by identifying system and process enhancements testing new features and leveraging historical data to solve current technological challenges.

Salary Grade Range: $55823.00 - $97689.00

  • Advanced Policy and HRIS Expertise: Deep functional knowledge of the Office of State Human Resources (OSHR) time and leave policies the Integrated HR-Payroll System (SAP/Beacon/Fiori environment preferred) and its impact on payroll outcomes.
  • Regulatory Mastery: Expert-level understanding of FLSA guidelines state HR and leave policies and position eligibility settings to include knowledge of PA OM Time and Payroll modules of the OSC Integrated HR-Payroll System.
  • Analytical Problem Solving: Ability to interpret complex data identify systemic errors and implement corrective actions across a large-scale agency.
  • Communication & Influence: Proven ability to provide high-level consultation to executive management field office HR staff and external state agencies.
