Job Description:
Position Purpose summary:
The Community Services Manager provides leadership and oversight to a range of relevant holistic community programming developed to meet the needs of the individuals and families served through the ministries of the Owen Sound Community Services. They direct and coordinate business and programming matters at Community Services in Owen Sound and Saugeen Shores. This includes Community Services budget management service delivery/programs legal information technology and human relations to enhance capacity accountability effectiveness and relevance.
ACCOUNTABILITIES:
Program and Service Responsibilities
- Provide oversight and leadership to Community Services programs and special events ensuring ministry and program objectives are consistently met within Salvation Army mission vision policies funder expectations and all legal requirements.
- Ensure a spiritual dynamic and focus in all programming.
- Support the senior leadership with strategic planning for the ministry unit.
- Research plan develop prepare and deliver creative and innovative community programming designed to address community needs while building on community capacity.
- Operate within effective change-management organizational development and staff engagement principles to promote service excellence and develop strong teams.
- Monitor and ensure consistency in case management systems and practices as required; Provide direct client care and/or intake services as needed.
- Maintain strong community/interagency partnerships and collaborations.
- Coordinate and/or participate in Community Interagency and internal meetings as required.
- Maintain promote and improve the profile of The Salvation Army in the Community while facilitating and encouraging the same goal among staff and volunteers.
Team Management
- Provide significant input into human relations decisions related to Community Services including hiring orientating training evaluating recognizing disciplining terminating and performance managing in consultation with the Director of Programs and Human Relations and in compliance with Divisional and Territorial standards.
- Grow develop and coach program staff; provide support and team leadership.
- Responsible for regular supervision meetings with those supervised; and provides direction regarding tasks and/or may consult in assignments; completes regular performance evaluations (including probationary period) and appraisals with direct reports and dialogue with employees bi-annually for goal setting (PEAC) and evaluation.
- Oversee and/or directly manage effective human relations practices in consultation with the Director of Programs and Human Relations.
- Develop and implement approaches that promote staff engagement and retention.
- Facilitate and actively support the dissemination and interdisciplinary collaboration for the sharing of information knowledge and skills.
- Submit and act on incident reports deal with staff and client complaints advising/consulting with the Director of Programs as needed.
- Ensure all program staff are trained and follow best practices policies procedures and protocols and develop strategies and recommendations for ongoing employee professional development.
- In consultation with the Director of Programs implement and support an on-going succession plan for the Community Services program; monitor effectiveness of plan ensuring that identified staff receive the necessary coaching training and other related opportunities and supports to promote career advancement.
Financial and Administration
- Adhere to the Community Services Program budget ensuring compliance with operating and administrative guidelines.
- Ensure all required program financial tasks are completed in a timely and accurate manner ongoing authorization and monitoring of all programs financial transactions.
- Receive record secure monetary and non-monetary donations following TSA Finance guidelines; ensure information is forwarded to the bookkeeper for the issuing of donation receipts for income tax purposes. Oversee all property transactions and inventory for the Community Services space in facilities. Provide input into the negotiating of contract renewals with funding bodies.
- Collaborate with the Director of Programs to identify opportunities to enhance program delivery through new government and/or community funding sources/grants and providing input into funding and grant applications. Prepare and submit reports program evaluations and/or business plans as requested to the Director of Programs.
- Maintain accurate confidential written records logs of activities including activity reports and statistical information and client data in Link2Feed.
- Prepare analyze submit and act on incident reports; maintain records of all reports and deal with complaints effectively and in a timely manner.
- Complete people manager tasks and responsibilities in Workday in a timely and appropriate manner.
Policies Procedures and Best Practices
- Ensure that all areas of property used by Community Services are inspected and maintained in compliance with applicable legislation.
- Work collaboratively with the Director of Programs to develop establish and implement Community Services program policies and procedures to achieve compliance with Salvation Army policies and procedures applicable federal and provincial legislation as well as other legal requirements and best practices; comply with all Salvation Army operating guidelines Minutes Directives etc.
- Ensure that all program policies procedures and protocols are up to date and meet compliance requirements reviewing them on a regular basis (minimum yearly).
- Ensure ongoing compliance with the Territorial Standards of Excellence and that Community Services programs are prepared for the Territorial Standards of Excellence review and any/all audits including risk assessment etc.
Health and Safety
- Understand and work in compliance with the Ontario Health and Safety Act (OHSA) and Regulations and abide by The Salvation Armys health and safety policies and procedures.
- Ensure that the measures and procedures prescribed (OHSA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.
- Identify and implement effective practices for risk management to ensure workplace safety minimize liability and uphold the reputation of The Salvation Army and Ministry Units.
- Ensure that equipment materials and protective devises as prescribed (OHSA) are provided and maintained in good condition.
- Ensure that proper procedures are followed in the event of a workplace injury or illness and that incident investigations are conducted as applicable.
Perform other related duties as required.
CRITICAL RELATIONSHIP MANAGEMENT:
Governance Boards and Councils: None
Internal:
- Corps Officer or designate Director of Programs Divisional Headquarters human relations staff and volunteers.
External:
- Community Partners clients funders and government as required.
MANAGERIAL/Technical Leadership RESPONSIBILITY:
- This position reports directly to the Director of Programs
- Direct reports: 5 FT 2 PT 3 Casual/Relief regular program staff; several temporary/seasonal program staff and placement students (when applicable) and CS volunteers.
- Monitor performance and provide support to program staff and volunteers; conduct and lead staff and volunteer meetings as required.
FINANCIAL AND MATERIALS MANAGEMENT:
- Participate in the preparation of annual budgets for the Community Services programs and monitor/manage financial performance accordingly.
- Oversee food bank materials management such as donations/product flow and distribution of same.
WORKING CONDITIONS:
- This is a regular full-time position based on 40 hours per week.
- Time is commonly spent in office environments in generally agreeable conditions in service and administration areas.
- Required to carry a company issued cell phone.
- Ability to lift/move up to 50 lbs. reach bend twist and stoop frequently work in a standing position for long periods un-packing delivery vehicles and computer keyboarding.
- May be exposed to disagreeable people including the occasional angry and/or abusive client/public working with people from all walks of life and backgrounds.
- Some travel associated with this position (20%) mostly local travel in Owen Sound and Saugeen Shores.
Hours of work and work schedule: as per operational requirements generally regular business hours Monday to Friday. However the hours of work and work schedule may vary according to requirements of responsibilities and as such some evenings and weekends may be required; required to respond to program and seasonal needs as required.

education and experience Qualifications:
Education Qualifications and Certifications
- Completed an Undergraduate University Degree in related Social Services field of study.
- Education related to mental health would be an asset.
- Current First Aid/CPR Certification Non-violent Crisis Intervention and Prevention Certification Safe Food Handlers Certification and Mental Health First Aid preferred or willingness to obtain.
Experience and Skilled Knowledge Requirements
- Minimum of three (3) years of prior related supervisory/team leadership/management; experience in specialized social service programs and working with marginalized clientele.
- Valid Ontario Class G drivers license with access to a personal vehicle and proof of valid insurance is required.
- Excellent organizational planning communication and time management skills.
- Proven ability to lead coach and motivate employees and volunteers.
- Experience working with a diverse population including mental health and addictions.
- Knowledge of community-based resources and experience networking with government and social service agencies.
- Proficiency in all Microsoft Office products is required - i.e. Word Excel PowerPoint etc.
Alternate combinations of education and experience may be considered.

- Demonstrated understanding of Funding/Grant submissions/programs.
- Knowledge of current community challenges and opportunities relating to the mission of the organization.
- Ability and willingnessto undergo applicablescreening and background checks successfully that are satisfactory to The Salvation Army in its sole discretion (i.e. The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening.
- Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
Compensation:
The target hiring range for this position is $52228.81 to $65286.01 with a maximum of $78343.21.
Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
