Job Overview:

The Planning Engineer is responsible for developing and coordinating a comprehensive integrated detailed facility-by-facility plan for all Liquids Pipelines (LP) facility work. This includes Operations Core Programs and Major Projects activities. The role involves identifying and communicating interdependent risks and mitigation strategies such as construction sequencing permitting contractor work space and material availability across all scopes within each facility. The primary objective is to enable successful execution of all planned work within designated outage windows and achieve targeted in-service dates.

Key Responsibilities:

Planning & Scheduling:

  • Lead detailed site scheduling in collaboration with Operations Project Managers (PMs) Construction Managers (CMs) Project Controls and Major Projects to optimize reduce risks and meet pipeline outage and In-Service Date (ISD) requirements.
  • Proactively monitor schedule and coordination risks communicating these to relevant stakeholders (e.g. permits material lead times outages contractor overlaps task sequencing).
  • Ensure plans and schedules are realistic and achievable meeting pipeline outage durations and ISD requirements.
  • Maintain a log of critical materials outage windows contractor tasks and interdependencies to facilitate proactive resolution.
  • Serve as a change agent by identifying gaps risks solutions and recommendations for PMs CMs and Leadership.
  • Collaborate closely with Project Controls schedulers to ensure effective data flows and communication maintaining data quality and consistency.

Scope Contracting & Strategy:

  • Analyze scope and contracting strategies across Operations Core and Major Projects recommending optimization opportunities.
  • Assess contractor work plans to understand the type amount and duration of equipment on site providing optimization recommendations to construction and project management.

Site Coordination:

  • Manage overall site plot plans (schedule and work space areas) for all scopes across Operations Major Projects Core PCSLD.
  • Identify work area overlaps and potential construction interference addressing safety risks due to site congestion.
  • Collaborate with Construction Management on site laydown and storage requirements monitoring road closures and highlighting issues to construction management.
  • Work with the Operations Coordination team on outage management integrating them into site schedules.

Stakeholder Engagement:

  • Act as a trusted advisor and strategic partner to PMs CMs Operations and stakeholders to ensure alignment transparency and accountability.
  • Adapt to evolving customer needs with agility and a unified mindset.

Governance:

  • Consolidate schedules reports risk tables for all stations and provide guidance and quality assurance across Planning Coordinator areas.

Scope/Dimensions:

  • Execute the development and implementation of Planning solutions ensuring efficient coordination of scope and field resources with stakeholders.

Communications:

  • Facilitate daily communication with Project Controls Schedulers and weekly communication with PMs CMs SCM Operations and Major Projects staff.
  • Communicate technical issues to both technical and non-technical team members.

Qualifications:

  • Bachelors degree in Engineering Construction Management Business or related field or equivalent experience.
  • Minimum 7 years of experience in project management construction or project controls.
  • Experience with industrial projects involving Engineering Procurement Contracting Execution & Construction and Commissioning.
  • Strong understanding of construction activities and interdependencies.
  • Familiarity with Liquids Pipelines Operations or equivalent including outage management and the interface between Operations and Projects.
  • Knowledge of industry codes regulations standards and specifications relevant to pipeline systems and facilities.
  • Excellent communication skills with the ability to liaise effectively between diverse project teams and stakeholders.

Working Conditions:

  • Office environment with potential high stress due to deadline-oriented planning.
  • Occasional overnight business trips to the field requiring Personal Protective Equipment (PPE). (10%)
