In addition to the current opening this recruitment may be used to establish a pool of qualified candidates to fill future Financial Services Administrator openings within the Parks and Recreation Division or throughout the Department of Natural Resources & Parks (DNRP) over the next six months.

About the Role:The Supervisor Budget & Financial Planning and Accounting & Fiscal Administration Unit (Financial Services Administrator) plays a pivotal role in shaping the divisions financial strategy service delivery and long-term growth. Partnering closely with the Finance Section Manager this leader will guide the sections financial operations to ensure they align with the divisions mission and evolving priorities.

In this role you will lead a high-performing team of finance officers and fiscal specialists across the Budget & Planning and Accounting units. Together youll drive excellence in division-wide financial systems processes reporting and strategic projects.

You will also serve as the divisions lead architect for budget development and performance management. This includes building and maintaining financial models that inform key planning decisions overseeing financial fund stewardship and ensuring accurate compliant year-end reporting. This is an opportunity to influence major financial decisions strengthen operational effectiveness and contribute to a mission-centered organization.

This position follows a hybrid work model blending remote and in-person work.

About the Team:The Finance Section plays a central role in advancing the Parks and Recreation Divisions mission to steward enhance and expand parks that inspire healthy thriving communities. As the divisions trusted business and financial backbone the section ensures strong fiscal stewardship strategic planning and operational excellence.

This team serves as a key internal partner and is organized into four specialized work units: Finance Administration Accounting and Fiscal Administration Budget and Financial Planning and Procurement and Strategic Sourcing. Together these units provide the financial insight structure and support that enable the division to deliver high-quality services and long-term community impact.

Job Duties

What You Will Be Doing:

  • Work across the division to develop implement and monitor the operating capital and youth and amateur sports budgets and financial reporting of budget to actual results.
  • Lead effective teams including positive employee engagement managing work acting as a change agent providing training evaluating performance and handling conflict effectively.
  • Primary owner of the Parks Levy financial model aligning the impacts of operating and capital expenditures and serving as the point of contact for stakeholder distributions and communications.
  • Implement and oversee processes related to capital asset accounting accounting for bonds and loans and financial audit processes.
  • Serve as the lead contact for and supervise direct reports in the functions of capital asset accounting accounts payable accounts receivable debt accounting regulatory accounting and other GASB and GAAP matters and contribute to related policy review work.
  • Represent the Finance Section on various committees and initiatives to identify issues solve problems develop solutions and provide presentations to leadership groups within the agency.

Experience Qualifications Knowledge Skills

Qualifications You Bring:

  • Advanced experience with financial management leadership in a public organization operating within a complex multicultural and diverse government.
  • Ability to successfully forecast financial needs and strong knowledge of current and future trends that affect fiscal work in the areas of Generally Accepted Accounting Principles budgeting government accounting auditing and strategic planning.
  • Advanced knowledge of MS Office programs and visual management tools to develop and present financial models.
  • Ability to develop interpret and present complex analysis including scenario analysis for budget development and financial forecasting.
  • Experience in formulating budget proposals with a commitment to racial equity and social justice and a strong understanding of systemic and structural racism and its impact on communities of color.
  • Skill in analyzing equity impacts of policies programs and ability to develop strategies to make budget proposals more pro-equity and anti-racist
  • Leadership competencies to effectively supervise people and successfully lead teams and organizational changes.
  • Cross-functional management experience and financial acumen to interpret apply communicate and lead collaboration of the alignment of budget and accounting programs in fiscal work
  • Demonstrated knowledge of capital asset accounting accounting for bonds and loans and financial audit processes.

It Would Be Great if You Also Bring:

  • Experience with Oracle EBS Oracle Business Intelligence Hyperion/PBCS PeopleSoft or other Enterprise Resource Program for budgeting and financial performance.
  • Knowledge of and experience with property tax levies and general obligation bonds.
  • Knowledge of capital improvement program revenue sources including Real Estate Excise Taxes.
  • Five (5) years of financial management leadership experience in a public organization operating within a complex multicultural and diverse government.
  • Bachelors degree in finance Accounting Public Admin or equivalent (Business etc.)

Supplemental Information

Working Conditions:

Work Location: The Budget & Financial Planning and Accounting & Fiscal Administration team works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is (EXAMPLE: King Street Center 201 S. Jackson Seattle Washington 98104).

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
