We are currently seeking a Procurement Analyst for an immediate contract with contract with a District of Columbia government agency in Washington DC.

Position: (FY 26): $35/$40 per hr. (DGS)

Title: Procurement Analyst (FY 26): $35-$40 per hour ($72K-$83K per yr.)

Location: DC Department of General Services (DGS)

Duty Hours: Between 7:00am and 7:00pm (NTE 40hrs per week)
Days: Monday Friday (hybrid)
Duration: January 12 2026 September 30 2026 (with possible extension)
Hourly Rate: $35-$40 per hour (includes paid federal holidays paid DC Sick Leave PTO accrual. Other optional benefits include medical/dental/life/short-term disability

The District of Columbia Department of General of Services seeks Procurement Analyst to work in the Contract & Procurement Division. Duties include but are not limited to the following:

KEY RESPONSIBILITES

Functional Management

  1. Manage develop and mentor staff involved in procurement activities including establishing standards assigning and reviewing work and evaluating performance.
  2. Adjust priorities and deadlines as needed for the completion of goals and coordinate work schedules and coverage needs within functional areas of responsibility.
  3. Oversee work products and processes and provide guidance as required.
  4. Monitor and evaluate the quality of work level of compliance or staff activities within the section.
  5. Ensure employees receive process and procedural systems training including initial updated or remedial training.

Procurement & Contracts Database Management 3.2.1. Manage and provide support for the full acquisition lifecycle for C&P Teams. Provide guidance for senior contracting officers and review all major procurements for accuracy ensuring the contracts for any purchase are timely recorded and include all necessary documentation in compliance with judiciary regulations and local policies.

  1. Develop and regularly maintain standard operating procedures for procurement and workflow in contract database systems.
  2. Provide the procurement of supplies equipment services and furnishings from government and non-government sources through new contracts competitive bids or existing government contracts.
  3. Manage the processes to ensure that obligations are valid and accurate. Engage in the periodic structured and consistent review of unliquidated obligations in collaboration with the Budget and Finance Specialists.
  4. Ensure proper training for all contract specialists and that all contracting officers maintain current certification and continuing education requirements.
  5. Act as subject matter expert between the executive team and other divisions with different database platforms at the agency.

Contract and Vendor Management

  1. Provide support in the preparation of pre-award specifications solicitations requests for information and proposals or quotations confirming that they are thorough clear and meet customer needs.
  2. Ensure procurement staff conducts thorough research and evaluates suppliers based on price quality selection service support reliability production and history. Write and issue contracts awards and purchase orders. Records initial obligations as well as upward and downward adjustments ensuring that valid obligations are recorded and kept current.
  3. Maintain the documented process for ensuring that amounts reported as obligations are properly supported by documentary evidence. Evaluate and monitor contract performance ensuring compliance with contracted obligations and the effective resolution of conflicts.
  4. Provide support in the planning and coordination of delivery and installation for purchases with other court offices. Identify qualified vendors (suppliers) and maintain performance records.
  5. Collaborate with the Office of the Director Department of Small and Local Business Development Council and other personnel in the formulation and monitoring of acquisition planning and execution efforts.

General Responsibilities

  1. Communicate and respond to requests from contract specialists project managers and executive management about procurement budget and property management activities.
  2. Communicate clearly and effectively both orally and in writing to explain complex financial management budget and acquisition concepts to individuals and groups with varying experience and backgrounds.
  3. Interact effectively with vendors and staff providing good customer service and resolving difficulties efficiently while complying with regulations rules and procedures.
  4. Facilitate mediate and negotiate complex and sensitive matters with senior contract specialists project managers and executive management team while maintaining confidentiality. Develop implement and maintain written procedures for assigned functions.
  5. Comply with and maintain awareness of DC Code PPRA 2010 and C&P Division Procedures Manual applicable to the policies and procedures internal controls guidelines and all local policies and procedures.
  6. Abide by the Code of Conduct for District of Columbia Government and confidentiality requirements. Demonstrate sound ethics and good judgment. Display a careful and deliberate approach in handling confidential information in a variety of contexts.

Qualifications and Education:

  1. Minimum education requirement of bachelors degree (Business Government
    Contracting Finance) from an accredited college or university is preferred and the applicant must possess one (1) year of specialized experience equivalent.
  2. Must demonstrate specialized experience which is directly related to the position which has equipped the individual with the knowledge skills and abilities to successfully perform the duties of the position such as basic knowledge of government procurement experience in statistical analysis working with analytics data and spreadsheets to build reports strong analytical and organizational skills.
  3. Must demonstrate expertise with Microsoft Office Products (Word Excel
    PowerPoint Salesforce and SharePoint) and Google Suite.
  4. Must have strong verbal communication skills and the ability to work independently and collaboratively.
