The Arizona Department of Corrections Rehabilitation & Reentry (ADCRR) is seeking a team-oriented supervisor to fill the procurement manager position. This position ensures all agency internal procurement policies forms processes programs and procedures are standardized and adhere to the compliance best practices and statutory requirements of the Arizona Procurement Code and other applicable statutes. Plans reviews recommends and directs ADCRRs contracts for commodities and services programs implements all purchasing and contract negotiations and procurement activities prior to contract awarding. Is responsible for the quality and timeliness of purchasing activities. Completes data analysis industry research/benchmarking and performance metrics. Manages a team of professionals for completeness and accuracy. Develops administrative addition this role will be expected to contribute to all the strategic sourcing compliance and continuous process improvements.
- Administers through subordinate personnel departmental purchases in compliance with the Arizona State Procurement Code Arizona Revised Statutes (ARS) and departmental rules and regulations
- Ensures workload balance for procurement staff
- Makes final review and recommendation of all procurement activities prior to contract award
- Confers with agency officials staff and representatives of other agencies regarding procurement and contract issues
- Provides technical support to all institutional business offices throughout Arizona
- Assists in interviewing and making hiring recommendations for procurement-related positions
- Plans and directs ADCRRs contracts for commodities and services programs
- Implements all purchasing and contract negotiations for all institutional locations of the agency
- Conducts coordinates and directs pre-proposal conferences proposal evaluation meetings contract negotiation meetings and post-award meetings
- Responsible for reviewing staff work/products for completeness and accuracy
- Approves and signs all procurement internal memorandum and award recommendations
- Handles all renewals cancellations extensions re-negotiations etc. for final approval by the Chief Procurement Officer(CPO)
- Completes data analysis industry research/benchmarking and performance metrics
- Utilizes a wide variety of lean tools to lead teams and guide the strategic sourcing process (market assessment recommendations contract development and implementation)
- Reads and studies bulletins articles and other literature
- Attends professional development events to gain current industry best practices
- Attends departmental and interagency meetings in the area of assignment
- May attend meetings in the absence of the Chief Procurement Officer(CPO) and/or Deputy Chief Procurement Officer such as protest hearings CPO meetings and administrators meetings
- Drives on State business
- Performs other duties appropriate to the assignment
