The Human Resources Manager leads the design and implementation of people management strategies and systems that attract develop and retain a high-performing values-driven workforce aligned with the organizations mission.
This position ensures the efficient execution of recruitment compensation and benefits employee relations learning and development safeguarding and DEI programs. The HR Manager serves as a strategic partner to leadershipadvising on workforce planning policy implementation organizational design and culture transformationwhile maintaining compliance with labor laws and organizational standards.
The post-holder also plays a key leadership role in ensuring that Safeguarding and DEI principles are embedded in all HR and organizational practices promoting a safe inclusive and equitable work environment for all staff and partners.
Requirements
Essential skills knowledge or experience
- Minimum of 710 years of progressive experience in Human Resources with at least 3 years in a managerial or supervisory role.
- Demonstrated experience in end-to-end HR operations including recruitment compensation and benefits employee relations and policy development.
- Strong knowledge of Philippine labor laws and statutory compliance requirements.
- Proven experience in leading safeguarding DEI or employee well-being initiatives.
- Excellent interpersonal communication and conflict resolution skills.
- Strong analytical and problem-solving abilities.
- Proficiency in HR Information Systems (HRIS) Applicant Tracking System (ATS) and Microsoft Office Suite.
Desirable skills knowledge or experience
- Experience working in NGOs development or humanitarian organizations.
- Background in organizational development change management or talent management.
- Training or certification in safeguarding PSEA or DEI practices.
- Familiarity with ERP or enterprise-level HR systems.
- Exposure to cross-cultural environments and diverse workforce management.
Required education and qualifications (certifications licenses accreditations etc.)
- Bachelors degree in Human Resource Management Psychology Business Administration or a related field (required).
- Masters degree or postgraduate coursework in Human Resources Organizational Development or Industrial Relations (preferred).
- Professional HR certification (e.g. PMAP CHRP CIPD SHRM or equivalent) is an advantage.
- Certified participation in safeguarding or DEI training is desirable.
