| Job Summary: |
Security Training Officer is responsible for overall direction coordination and evaluation of the agencys Security Officer Training Program. This position will supervise manage coordinate and conduct training activities associated with DEMA Security initial and In-service training requirements. Monitors qualification status of all agency Security personnel and ensures the agencys training program meets all standardized requirements (State/Federal). Security Training Officer reports directly to the Senior Security Chief. Actively participates in promoting a continuous improvement of workplace culture through the use of teamwork root cause problem solving standard operating procedures and review of performance metrics.

Responsibilities include:
Under the direction of the DEMA Senior Security Chief; manage plan direct coordinate conduct and review the training plan for DEMA Armed Security Employees. Develop design/coordinate/deliver lesson plans. Direct and prepare instruction for DEMA Security personnel in areas of Security Services.
Evaluate and review performance records to assess agency training needs. Ensure all monthly/annual agency reporting requirements are met and submitted through chain of command. Maintain and update all DEMA Security training records (standardized required training). Coordinate with outside agencies (local county state and federal) for joint training. Identify employee training deficiencies and develop/implement remedial training plans as needed.
Monitor staff to identify and resolve training related problems; assign training activities projects and programs; monitor workflow; review and evaluate work products methods and procedures. Ensure compliance with agency accepted standards and/or operational requirements as well as state or federally mandated programs and requirements.
Create annual training schedule for all DEMA Security Officers. Monitor work of instructors assigned to conduct training. Review training and development publications and materials to keep abreast of new and innovative techniques and training programs. Develop and implement training policies and procedures to ensure performance standards and quality assurance is met.
Preform all duties and functions of a SO1 and/or SO2 as needed to support coverage.

General Access Control Point (ACP) operating procedures patrol operations and emergency response techniques.
Search & seizure arrest use of force procedures.
Must possess a functional knowledge of personal computer operations in a network environment.
Electronic devices (i.e. radio and communications computers monitors recording and photography) and other security equipment.
Thorough knowledge of federal laws regulations methods procedures operating techniques state and local laws to perform tasks.
Ability to comprehend a wide variety of security alarm systems and the actions required in the event of their activation.
Firearms and tactics utilized in emergency situations.
Understand and follow Army Regulations (AR) Department of Emergency and Military Affairs (DEMA) Directives Standard Operating Procedures (SOPs) policy letters and other written guidance.
Effective emergency/crisis management techniques.
Administrative procedures principles and techniques relating to budgets inventory management and recruitment/retention for a department.
Training principles the nature of the learning process training strategies and methods.

Carry and operate a firearm and/or additional weapons (lethal and less than lethal) and demonstrate a high level of proficiency competence and safety.
Render first aid and provide advanced knowledge of response to subordinate personnel. Maintain confidence and composure in high stress situations.
Monitor and respond to security equipment including but not limited to Closed Circuit Television (CCTV) and Intrusion Detection System (IDS) phones and radios.
Maintain good civil order of visitors and residents and guard against trespassers and prevent damage to property. Provide Security Enforcement at special events.
To apply verbally and in writing; laws regulations security methodology directives and operating techniques in the development and implementation of Standard Operating Procedures (SOPs).
Supervise motivate mentor and develop fellow staff members.
Train security personnel in their assigned duties through a variety of training mediums.
Work variable shifts including evenings nights weekends and holidays.
Travel as needed throughout the state to plan coordinate conduct and assess training.

Desired qualifications include any combination of experience education and training that meets the knowledge skills and abilities as described. The preferred candidate will have a bachelors degree (B.A./B.S.) or equivalent and 4 years of related experience; or 6 years related experience and/or training; or equivalent combination of education and experience. Firearms instructor Certification (pistol/shotgun/center fire). TASER instructor Certification. DPS Guard Card instructor Certification. Defensive Tactics instructor Certification.

This position requires possession of and ability to retain a current valid Arizona state-issued drivers license appropriate to the assignment. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R.12.)
In State travel is required.

Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
Must be able to qualify on all assigned and issued weapons to include lethal and less than lethal. Ability to obtain/maintain required training and out of state travel required.
